To deal with future transnational terrorist threats, the United States requires a truly national emergency response system that more fully incorporates federal, state, local, and private-sector capabilities. Terrorism poses a direct threat to security, and to the international stability and prosperity of the world. It is a persistent global threat that knows no border, nationality or religion and is a challenge that all community must tackle together. During terrorist events medical works must now wait for areas to be cleared and swept form bombs and enemy personnel. Police have to be mindful of snipers and terrorist hiding within the fleeing populace. Secondary explosive devices are bombs that are placed to cause casualties among emergency personnel responding to incidents. A delay in detonation following a primary explosion or other event is designed to draw in and then target emergency personnel in large numbers and maximize injury and damage to the emergency infrastructure [NCBI, Published online 2014 Sep 24]. The most common form of secondary attack is a pre-planted, self-detonating explosive device located near an initial incident site. However, devices can utilize a number of designs and agents, including chemical, radiological, or biological releases. Prevention of these less common attacks is dependent on effective site security procedures, specifically, perimeter security procedures. However, terrorist use of explosive devices has increased significantly in recent years, with an estimated fourfold increase worldwide from 1999 to 2006 and with an eightfold increase in related injuries [NCBI, Published online 2014 Sep
