The key point is the word independent which means the international organization or part of the organization can perform as if worldwide without being pointed out also affected by the other forces. Obviously, almost all the organization are not independent enough because the organization still depend on their existence of their membership. Independent actor which we can relate that the organization could make their very own decisions and agreements also can even contradicted to the some members and could affect the actions of other members too. We would say that the INGO could make their very own decision without any interference from the government and we can say that they probably independent regarding in decision making process.
