Since 1990, UAE had a new modern healthcare system with more facilities and a lot of professional physicians. The modern system is able to solve many challenges that were in the past such as the small number of hospitals, doctors and hospital beds. However, the improvement of the health care system is clearly shown in the result of many surveys such as the life expectancy, which show that the life expectancy in 2012 was 76.57 while in 1967 was 58.58. According to Abu Dubai health authority the number of Emaratis sent abroad for health care in 2010 was 2,858 patients ("Emirates abroad," 2011). If the number of travels patients remained like this it could affect the health care system in many ways. Such as, it will decrease the confindaillty between residents and the health care system, doctors won't be professional because the small number of patients don't allow them to gain experience and the budget for the medical field in the country will be focusing on sending patients abroad instead of improving the medical services. UAE spends more than 2 billion dollars per year in sending residents for overseas treatment ("Emirates abroad," 2011). The government controls and regulates healthcare somewhat because healthcare organizations are in a position to take advantage of the elderly and sick so there are regulations that protects them. It seems as though healthcare facilities are being paid less for their services today. Some critical measures for the survival of a healthcare organization are to optimize performance and quality. Finding system-wide efficiencies and cost reduction healthcare will help. In order to get better and keep high quality and performance while still raising reimbursements, it is necessary and important to involve doctors with the ideas and plans for any management strategies.
