Abstract
The Civil Reserve Air Fleet is a partnership between the Department of Defense and commercial airlines where the airlines contractually commit a portion of their aircraft and crews to be used by the Department in the event of any level of military conflict. These aircraft can be “called up” and required to respond quickly to provide airlift support to the Department of Defense. There are minimum required levels of participation in order for the airlines to be eligible, and in turn they receive peace time business including passenger and cargo movement approximately in proportion to their commitment level. The program is divided into three segments which include varying amounts and sizes of aircraft that serve specific purposes. There are also three levels of activation depending on the severity of the conflict, which also require different amounts and sizes of aircraft. This program has been in place for nearly 53 years, and has become an essential partnership required for an effective United States military. The following pages are an investigation various aspects of the Civil Reserve Air Fleet such as its purpose, history, and effectiveness.
The Civil Reserve Air Fleet
The Civil Reserve Air Fleet (CRAF) is a network of select aircraft from several commercial airlines that are all committed in various amounts to the Department of Defense (DoD) to provide airlift resources when the capability of U.S. military aircraft is exceeded. This system is designed so that these carriers can provide military cargo movement and troop transportation to anywhere in the world on short notice in the event of a military conflict. In order for airlines to join the CRAF, they must commit at least 30 percent of their long-range passenger fleet and 15 percent of their long-range cargo planes (Fact Sheet, 2004). These aircraft must also be U.S. registered, capable of over water operations, and have at least four complete crews assigned for each aircraft (Fact Sheet, 2004). Airlines that participate in CRAF have provided vital support to our military since the Korean War (Graham, David, 2003). The Persian Gulf War was the first official activation of the CRAF, where two thirds of the troops and one quarter of the air cargo was moved by commercial airplanes (Graham, 2003). Though not officially activated, the CRAF is currently supporting Operation Iraqi Freedom, providing nearly double the amount of aircraft that the DoD has estimated for its most demanding war strategies. This paper will provide a brief explanation of the purpose of the CRAF, its history, the effectiveness of the program, and a quick look towards the future of the CRAF.
During the World War II there was many different aspects on the Allies side that helped them defeat the Axis Powers. One crucial aspect for the Allies was the well-built airborne divisions. The 82nd Airborne Division, from the United States Army, was considered to be the firmest and most successful division during the Second World War. After being reactivated for World War II, the men of the 82nd Airborne division took on intense training to later on take part in some of the most dangerous missions of World War II.

War finds success and failure inescapably linked to how well the Combined, Joint, and Multinational Commander ensures the Joint War Fighting Function “Sustainment” planning is linked to strategic, operational and tactical objectives. General Eisenhower’s Operation OVERLORD, the Allied cross channel, air, and seaborne invasion of France during World War II provides an excellent case study to show successful integration of the principles and the spirit of the Joint War Fighting Function “Sustainment.” OVERLORD required synchronizing, coordinating, and integrating the logistics capabilities of coalition forces, their equipment as well as civilian manufacturing capabilities to meet the strategic end state (e.g. the defeat of Germany). This article will review the purpose and definition of Joint Sustainment, its imperatives and logistics planning principles and examine how Eisenhower and his planners incorporated these imperatives and principles into Operation OVERLORD.
Air Force Special Operations The United States of America is a powerful and well known force throughout the world. It has become a superpower of nations in just about three hundred years, being one of the newest nations in existence today. Its military reaches out into several countries in the globe and holds a presence as a peacekeeper and wielder of democracy. Of the US military’s five branches, the Air Force is the ruler of the skies, keeping control of the earth’s aerospace. Without the Air Force Special Operations, the military could not complete operations as effectively or efficiently as it potentially could.
In today’s operational environments, the U.S. Army is facing a range of problems and mission sets that are arguably more complex than previously encountered. Forces face an array of demands that encompass geo-political, social, cultural, and military factors that interact in unpredictable ways. World War II was one of the deadliest military conflicts in history. There were many different battles that took place within this war; some more important than others. World War II began once Germany’s new dictator, Adolf Hitler, decided that he wanted to gain power for Germany and for himself. One of Hitler’s first moves in power was invading Poland on September 1, 1939. Many other countries became involved in this war because of the alliance system. The two sides during this war were the Allies and Axis powers. German, Italy and Japan were on the Axis powers; France, Britain, and the United States were on the Allies. Germany first began with the Blitzkrieg tactic meaning “lightning war”. This tactic is based on speed, surprise and was the most popular tactic. It is set up with military forces based around tanks which are supported by planes and infantry. The Blitzkrieg tactic lead to air wars with airplanes between countries. All of the countries were allowed to participate in the air wars but the four main countries were United States, Japan, Britain, and Germany. During the 1920’s and 1930’s airplanes grew in size and structure giving them more power, and making planes more effective. Planes made it easier to drop bombs, or plan attacks. All of these countries fought over air superiority. Air superiority is the position in which the air force has control over all of the air warfare and air power of the opposing forces. Germany began with air superiority but they lost it when Britain defeated them at the Battle of Britain. In the late 1930’s, over 150,000 volunteer aviation enthusiast wanted to put their skills and planes to use to protect their country. The Civil Air Patrol was born was born one week prior to the Japanese attack on Pearl Harbor. During the course of WWII, Civil Air Patrol logged over 500,000 flight hours, sunk two enemy submarines. The Civil Air Patrol has an interesting history from World War II up until the present day. In the early stages of Civil Air Patrol, there was a strong need for national defense on the east coast where German U-boats had sunk multiple cargo and supply freighters within miles of the coast. The US Army Air Corp had made the decision to allow Civil Air Patrol to make ninety day trial patrol missions up to one-hundred and fifty miles out from the east coast to search for enemy submarines.
Following the devastation of trench warfare during World War I, early airpower theorist believed strategic bombing could be the new way to win wars and reduced the number of lives lost. Theorist like, Guilio Douhet, Hugh Trenchard, and William “Billy” Mitchel became pioneers and advocates of strategic bombing. They believed striking the enemy’s troops, war-marking industry, and vital centers would produce a decisive victory. The airpower theory would be a key element to the Allies strategy in Second World War (WW2). Leaders in Britain and the United States believed Germany was a greater threat than Japan. Thus, the airpower strategy of the European theater of operation became the primary focus. Allied airpower was decisive in the European theater of WW2. The combination of strategic and tactical airpower produced the defeat of the Luftwaffe and the Third Reich.
Armed with numerous studies, and intensive public hearings, Congress mandated far-reaching changes in DOD organization and responsibilities in the Goldwater-Nichols Department of Defense Reorganization Act of 1986. This landmark legislation significantly expanded the authority and responsibility of the chairman, Joint Chiefs of Staff. Included in this expanded authority and responsibility was the requirement for the chairman to develop a doctrine for the joint employment of armed forces. As operations Urgent Fury, Just Cause, and Desert Storm have vividly demonstrated, the realities of armed conflict in today's world make the integration of individual service capabilities a matter of success or failure, life or death. Furthermore, the operation Desert One demonstrated the need for a strengthened Joint Warfare Doctrine and the consequent change in Joint Warfare Employment. It is plain to see the benefits of having the greatest navy integrated with the world's greatest army and air force. However, even in the wake of a relatively successful joint operation in the Middle East (Desert Storm), certain weaknesses are evident in the current joint employment tactics and/or capabilities. By analyzing past operations such as Urgent Fury and Desert Storm, we are able to see sufficient evidence that the Joint Warfare Concept can be disastrous in one instance and virtually flawless in another.
Ever since, the U.S. has managed an All-Volunteer Force (AVF) to provide the humanpower to support the interests of the U.S.. In 2001 and 2002 respectively, the U.S. started the War in Afghanistan and the Iraq War. These wars have changed the success of the AVF, testing its effectiveness outside of peacetime. The US military slowly had more trouble recruiting enough volunteers to maintain the force required. ... problem are under constant development and analysis, in a hope to avoid these situations. The civilian industry continues to lead in development due to commercialization, with the military not far behind. The only real deficiency in CRM program development seems to be the area of general aviation as described earlier. Until this problem is addressed, there will still be a glaring weakness in the general area of aviation safety. However, with the rate of technology increase and cheaper methods of instruction, we should begin to see this problem addressed in the near future. Until then, aviation will rely on civil commercial aviation the military to continue research and program development for the years to come, hopefully resulting in an increasingly safe method of travel and recreation.
