SB 1727 is essentially a bill which amends the current Texas Emission Reduction Plan (TERP). The bill instates more programs that allows them to receive funding from TERP. The main goal of these programs would be to reduce particulate matter from heavy-duty vehicles, and other heavy machinery. It was made effective immediately as of June 14, 2013. Originally made by Deuell, coauthored by Garcia, and sponsored by: Isaac, Reynolds, and Harless. The bill would also amend Light Duty Motor Vehicle Purchase or Lease Incentive to the Texas Emission Reduction Program, authorization $10 million to be split into portions of $2,500 for a total of 4,000 qualifying vehicles. This will improve the amount of income for the state, to help suicide certain causes, such as The Education system, Medicaid, and also help the Department of Transportation to pay old debts due to the construction and maintenance of new roads. This will help to stop the plan of considering bringing international companies to build new roads with the commitment of paying toll during the next fifty years, which is only going to benefit the private company, but not any changes in the revenue of the state.
High traffic fees and fines quite often cause financial difficulties for the lower class. Transportation has become a necessity over the past one hundred years. Unfortunately with the constant improvements in vehicle technologies the cost of owning and maintaining a vehicle has constantly increased. Going hand in hand with these vehicle improvements the California Vehicle Code (CVC) has become extensive, covering every possible driving mistake with a traffic infraction. Following these changes the California Department of Motor Vehicles (DMV) has constantly grown to cover the needs of the 27 million vehicles (DMV update 1998, 3) owned in the state with high vehicle registration fees and traffic fines.

Nothing that has occurred in the last several years in Texas has been quite as controversial as the new and increased usage of toll roads for new road construction. We have heard many statements that the toll roads are being built as a money-making system for the state (and the Department of Transportation). Statements have also been made to the effect that the state is "selling" the state, one length of roadway at a time; that the current roads could be maintained by the state, with current state funding levels. The main complaint is that the roads of Texas have always been free, and should continue to be free. But are these arguments correct?
To reiterate, the current tax system is thought to be regressive because the tax system does not provide a balance for those with high income and those with low; however, this can be fixed by adopting some aspects of a state with progressive features. For instance, the state of California as a much better tax system than Texas because they have a “graduated personal income tax structure and provides personal income tax credits in place of personal and dependent exemptions” (“California”). If Texas adopted these two characteristics into their tax system this will began to progress because some of the faults in the present Texas tax system is the lack of personal income tax structure and it does not not provide tax credits to low-income taxpayers to offset other expenses. Making these few changes will help Texas greatly; however, making this change will be difficult because the state is comfortable with the tax system they have. Texas has prospered with many business such as through the cattle, cotton, and technology industry to keep the economy on top. One business in particular has set Texas economy a part from all the other businesses. The oil and gas industry has significantly changed Texas economy from the first discovery in the twentieth century until this exact moment.
Pollution is a major problem for all of us. People need to recognize this situation so we can start making a difference to this problem. In order to start making a difference, the federal government should increase gasoline tax by one dollar a gallon. Fifty percent of this dollar will go towards public transportation, since passenger cars and trucks are a major contribution towards air pollution, according to the United States Environmental Protection Agency, E.P.A (10/4, http://www.epa.gov/autoemissions/emsns.html). Due to the expected increase after this is put forth, the remaining fifty percent of the dollar will go towards safety on these transits. When public transportation increases, air pollution will decrease, which will lessen the harmful health risks towards the environment.
On November 3 of this year, Texans will have the opportunity to vote on several proposed amendments to the Texas constitution. The first of these, Proposition 1, proposes to increase the homestead exemption available to property owners from $15,000 to 25,000. Supporters of the measure claim the amendment would provide much needed tax relief for Texans across the state, among other benefits. On the other hand, opponents of the measure argue that this proposed amendment would alienate Texans who don't own property, in addition to other complaints. Is this amendment a good or bad idea? Originally, only the hardy and self-reliant dared to live the tough lifestyle due to the infrequent weather patterns and infertile soil. The rugged terrain and arid weather discouraged the timid and sent them eastward retreating to where the physical demands of life were less harsh, where there was a guaranteed job in the booming panhandle petroleum business, and where civilization offered the amenities of an easy life. Proposition 1, is the homestead exemption which allows you to save on property taxes by allowing you to a portion of your home’s value from assessment. However, the home stead exemption only applies to a principal residence meaning, the home that you physically occupied and personally used the most during the five years preceding the sale of the property. The person who is primarily responsible for the home is the only one who can file the claim. Any one sixty-five and older and or disabled automatically qualify for the homestead exemption. This proposal prohibits the legislature from imposing a transfer tax on a transaction that conveys simple tittles to real property.
Since the release of this first mass-produced of the hybrid vehicles the government has been doing a lot of things possible to be involved and also to regulate the purchasing’s of HEVs and PHEVs. Today, the President Obama has created a New Energy For America to plan for changes to its way the United States uses energy. The plan does include a section on the hybrid vehicles and plug-in hybrids. Soon the tax credits will be ended for its regular hybrid electrics vehicles. Now it is known, due to the rapid rate of the HEV sales the government has also withdrawn its tax rebates on HEV models, by giving exclusive tax cuts on EV and PHEV models, which based on its total electric charge that the battery pack can hold. Since then, HEV cars were popular among environmentally conscious drivers.
Semantically fossil fuels are a renewable source of energy, however given that it takes millions of years for the organic materials to be broken down and converted, it is wholly unrealistic to consider them as renewable. As the demand for fossil fuels increases and source diminish faster than they are replentished, the United States must work towards a renewable energy independent state using truly renable sources, both technically and in practice. With changes in the home, as consumers in buying goods and with alternative fuel sources backed by public trust and governmental involvement, the United States could drastically lessen its dependence on fossil fuels, foreign and domestic.
Our Congress created the National Environmental Policy Act (NEPA) in 1969 in order to establish an environmental foundation for mankind. This policy endorses harmony between humans and the vast ecosystems surrounding them. To obtain this goal and provide our future with resources as well, NEPA is separated into two titles. The first title declares the policy in detail while the second title focuses on the Council on Environmental Quality. The CEQ oversees the effectiveness of current methods, the reactions of the environment to those methods, and implements revisions as necessary.

Greatly increased production of domestic oil and natural gas in the United States over the next two decades will affect the country’s future use of coal, nuclear power, and energy from the sun and wind because we will have to start using different forms of energy other than natural gas and oil. We are constantly using natural gas and oil because the demand is growing. As the demand grows, so does the use of these energy forms. Also, our environment is being degraded by this constant use of natural gas and oil. The process of getting these energy forms in our hands is polluting our waters because to extract it, you need water. However, polluted wastewater is created as a result. During the next 20 years, I believe that we will still have
