DUI Car Accidents Like this One Lead to DUI Manslaughter Charges
As if losing her job as an assistant principal at Bauerschlage Elementary School in League City following being charged with methamphetamine possession wasn't bad enough, Amber Willemsen added DUI manslaughter to her list of crimes. While car accidents are sadly becoming routine business for police officers throughout the state, Officer Endy Ekpanya never expected to become involved in one herself, let alone end up being killed in the line of duty as he responded to a routine non-emergency call at a little after 3 a.m.

According to his report, Willemsen had, "red glassy eyes and her speech was slurred." Police later stated Willemsen admitted to having a couple of cocktails and a beer while she worked at the Ritz Gentleman's Club, which is a local strip club. She stated she had no memory of hitting the officer's patrol car.
A blood sample was obtained while Willemsen was still in the hospital showing she had been driving under the influence at the time of the accident. Willemsen, who is still facing a trial after being arrested for methamphetamine possession in May of 2012 now faces charges of DUI manslaughter for the death of Officer Ekpanya. Currently, Willemsen is still being treated for injuries sustained during the accident. Once she has been cleared by doctors, she will be transferred to the Brazoria County Jail.
Everything in Texas is bigger or so they say and this includes the number of car accidents and fatalities due to drunken driving. On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp.
He clocked the truck at around 98 miles per hour. The traffic stop at first appeared to be routine with both the Dinkheller and Andrew Howard Brannan exiting their vehicles and exchanging words. However Brannan placed both hands into his pockets at this point Dinkheller instructed him to remove his hands and keep them in plain view. Brannan wasn’t listening and yelled to the deputy to shoot him. After that Brannan began to dance in the middle of the street. Dinkheller radio for assistance because Brannan was not obeying his commands. Brannan saw Dinkheller calling for back up, Brannan walk towards Dinkheller in an aggressive stance. Dinkheller command Brannan to back up, but Brannan disobeyed the command and return to his vehicle and got a M1 carbine. Dinkheller positioned himself in the passenger side door of his vehicle for cover and Brannan was in the driver side door of his vehicle and took aim at the deputy. Dinkheller shot first but missed his shots. Dinkheller missed all his shot and tried to reload. Brannan came in and shot Dinkheller and hit him in his arms and legs. Brannan retreated and then came back in to finish off Dinkheller. On his last shot Brannan shot Dinkheller in his eye and said die motherfucker. Brannan went back to his car and left the scene. On June 7th 2008, Sarah May Ward was arrested for the murder of Eli Westlake after she ran him over in a motor vehicle in St. Leonards. Prior to the incident the offender had been driving the wrong way down Christine Lane which was a one way street. Whilst this was occurring she was intoxicated, under the influence of marijuana, valium, and ecstasy and was unlicensed to drive. The victim and his brother who were also intoxicated, where walking down the lane and where nearly hit by the offender. This prompted the victim to throw cheese balls at the car and make a few sarcastic remarks regarding her driving ability. After a brief confrontation between the two parties the victim and his brother turned away and proceeded to walk down Lithgow Street. The offender followed the victim into the street and drove into him while he was crossing a driveway.
