MILLERSBURG — In the interest of reducing crashes, especially those that result in serious injury or death, the Wooster Post of the State Highway Patrol has launched a project to improve problem areas.
To that end, the Patrol analyzed crash data from the past year and three months to identify crash data, by township in both Wayne and Holmes counties, to determine locations at which there have been high numbers of crashes and serious crashes, said Post Commander Lt. Stephanie Norman.
Using that data, she said, the Patrol is implementing two-week periods of increased patrols and enforcement action within those areas, simultaneously relying on troopers on the road to identify and make recommendations on how to remedy crash-causing issues, beyond

enforcement, she said. Recommendations are focused on improvements that can be made with little or no cost — including better signs and road markings, said Norman, noting the Patrol is working with county engineers and the Ohio Department of Transportation to discuss and, potentially, implement changes that will help improve safety on the roadway.
One such location was a stretch of state Route 39 in the flats near Walnut Creek, where speed appears to be a faction. Another was the back four-way intersection of North Market, Edgar and North streets in Berlin, said Norman, pointing to increased traffic at the intersection because of tourist-related congestion along U.S. 62.
On state Route 179, after a similar detail and on recommendation from the patrol, the Ohio Department of Transportation agreed to raise the height of the warning arrow for a curve in the road, making it easier for oncoming traffic to be prepared well in advance of the curve, which also is located in a low spot in the road, said Norman.
The Holmes County Engineer's Office, also working with the patrol, made a sign upgrade at the intersection of county roads 1 and 318, said Engineer Chris Young, who said he's happy to take any suggestions law enforcement has to offer, especially when a fix can be made with a simple sign change, which can be implemented with little delay or
expense. Holmes County Sheriff Timothy W. Zimmerly said his officers, similarly, pass along information about problem areas, whether issues could be potentially remedied with signage or speed reduction. He said his deputies do their best to patrol such location, with the hope of promoting voluntary compliance with the threat of enforcement. He said he hopes, with the completion of improvements to state Route 39 through Berlin some of the back road traffic will bring relief to some of the county and township roads. He also has shared some information with Norman on problem areas deputies are seeing so they can be united in combating common issues.

The study concluded that citizens in the target areas did not notice the changes in the patrol activities. The level of patrol showed no effect on thefts, larcenies, or robberies. Increased patrol did not affect crime rates in the experimental areas. No change was reported by citizens with the satisfaction of the police or the fear of crime. Crime mapping can be used to identify patterns in crime, as well as allow officers in the field to simultaneous view the same map, even as it is updated with new information. Imagine that each squad car has this map software installed and there is a search for a bank robber. There is a tip line open, and every single time a tip is confirmed this new location shows up on the map in the squad cars allowing the car closest to the siting to take off immediately. It also gives the rest of the on duty officers a glimpse at the robber’s supposed progress and any one of them might see a pattern emerging allowing them to lay in wait for the robber at his next stop.
