There are several differences of case management within the community setting and in a correctional setting in the criminal justice system. Case management plays a huge role when helping an individual get out of the criminal justice system and not become repeat offenders. Case management will have to ensure that the process is altered for various special populations in both settings. This is to ensure that the best help is given to individuals to get him or her out of the criminal justice system. Sex offenders and juveniles are two examples of individuals that will need both community and correctional setting for case management. It is also important that while helping every individual their privacy is protected by case management.

are several differences between community setting and correction setting when it comes to case management. The biggest difference is that offenders in jail have lower chances of success due to the conditions in prison are not like the conditions in the outside. This can make it hard to treat offenders. The case worker will not know if the treatment is really going to work till he or she is exposed to the environment. In a community setting, patients are exposed to the same conditions that have brought on his or her behavior. If the treatment is not working, a case management can simply change it while the patient is still being exposed to that environment (Roberts, 2008). Another difference is in a correctional setting for case management is the ,an offender will have access too because he or she is in jail or prison. Treatment options are also very limited due to lack of resources that are available in jail or prison. This is due to many reasons. Jails or prison may not be capable of having all available treatment resources that a community setting would have. This could be due to funding, safety of the prison or jail, or other reason. This means the offender may not be able to get treatment or proper treatment he or she would need. In a community setting, patient has access to many treatment options and have a better chance to receive treatment that will benefit him or her. As more resources will be made available. This can make case management in a correctional setting a little more difficult then case management in a community setting. Case management process needs to be altered in various ways to help special populations. Substance abuse, females, mentally ill, and elder inmates are examples of special populations that the case management has to deal with (Biel, 2013). Each group poses its own unique way that case management has to handle their case and get the help each need. Each specialized population will require the case management to handle the case that is in the best interest of his or her patient and this may vary depending on the case. This may include utilizing special needs resources for these specifically designed for a particular population. This is usually done easier in a community setting rather than a correctional setting where not all resources may be available. Case management has to ensure that the individual is getting the proper help he or she needs in both settings. Each specialized population will be altered to fit varies special needs of that population.
For substance abuse cases there is usually a reason these individual starts using. The case management needs to be able to identify this in order to help a person. Usually the issues or issues will be the reason why the person started abusing a substance. Female’s clients are often victims of crimes such as abuse, sexual abuse and many others. Usually a male was an offender in these cases. Case management needs to ensure the female is comfortable with whoever she works with and will most likely assign a female to her case. This is to help her open up more and also feel comfortable. Case management for mentally ill is very important because there are many forms of mental illness an individual could be suffering from. This would be done through a sex offender’s assessment during the correctional setting. Case management would determine the best way to help this individual not to reoffend. Community setting case management would also play a key role when the individual is released. This person will be monitored and continue to receive help while in a community setting. This is very important to ensure the individual does not
reoffend. Juveniles will also be potential clients that will need case management in both settings. Juveniles in a correctional setting can start receiving treatment while in this setting. A child and adolescent functional assessment scale can be used to determine the youths overall functioning in eight different areas including school, work, home, and community (Roberts, 2008). Once the initial assessment is done a plan can be determine through case management. This plan should include once the youth is released from the correctional setting how the youth will be treated in a community setting. This youth maybe put in a group home, group therapy and other resources can be used once in a community setting. The case management will play a key role in the success of the youth between both settings and monitoring the youth. Community setting will most likely have more resources available for the youth. Ethics and confidentiality plays an integral role with individuals in a community and correctional setting. In 1996 The department of Health and Human services issues the Privacy rule known as Health insurance probability and accountability Act of 1996 (HIPAA) The HIPPA laws were created to protect the health information and privacy of individuals. The privacy rule was created to ensure that individuals health information will be properly protected (OCR, 2013). In both a community and correctional setting HIPAA rules must be followed. It would be highly unethical for a case manager of either setting to divulge an individual’s health information to anyone including spouse and family without the individual’s consent. This also means case managers also can not disclose communicable diseases. When working with individuals, case managers have to be very careful to insure all HIPAA rules apply. Even in a correctional setting it can be unethical to disclose inmates medical records (OCR,2013). Case management will continue to play a huge role in the criminal justice system. Some individual will be able to get help in a community setting rather in jail or prison. Some individual’s will benefit more from being in jail or prison in the correctional setting. While others individual will benefit from both settings. This many depend on various special population, clients needs, and why he or she is in the criminal justice system. Case management will be there every step of the way to ensure the best care plan is created for an individual along with protecting his or her privacy.
Managing case assignments allows for the offender to have the best opportunities for reintegration into the community as well as for the criminal justice system to successfully supervise the offender. There exist 4 different case assignment models that are used most frequently to provide the offender with his or her most basic needs and services. The biggest problem to reforming the system is the perception that offenders are inherently bad, and they cannot be reformed. Evidence from research suggests that rehabilitative programs aimed at restorative justice as opposed to retributive justice are good for all the parties. Problems with behavior may have been misunderstood for a lack of discipline instead of a disorder, and many juveniles with disorders came from a home with abuse present. My understanding of case management comes from an accumulation of lecture, readings, and a little bit of research. At first I thought case management meant to manage a case, which it kind of does, but it is a lot of background work that goes unnoticed from the workers part. One thing for sure I can say about case management is that is a very stressful and demanding job for the worker, therefore, you have to be a responsible worker, so that your client can hopefully get the services and resources he or she may need. As a case management worker your responsibilities are many, for example you are to educate, empower and enable your client to be self sufficient.
The correctional system is not a perfect system as it does not address the key issues that cause offenders to continue to be imprisoned after only one year of release. The system has been evolving from a punishment base system from the 1970s to a complex system designed to beyond the punishment to deal with the rehabilitation of the criminal mind.
