In summary, on 06/05/16 at 1741 hours Ofc. C. Zepeda #253, Ofc. E. Vera #289 and I were dispatched to 3215 S Central Ave. in regards to a disturbance. Upon arrival, I observed Ofc. C. Zepeda #253, who was surround by a large group by himself advise a male subject to place his hands behind his back, while the male subject was back peddling away from him. I assisted Ofc. Zepeda #253 with detaining the male subject by placing handcuffs on him. The male subject was later identified as Vitell, Jeremy A. DOB 08/11/75. The crowd who was viewing the game became hostile when handcuffs were placed on Jeremy. At this time he was escorted to the entrance of the soccer field at which time Jeremy related to the crowd for them to help him. I spoke with Ofc. Zepeda #253, who related he was attempting to make contact with the referee of the soccer game (Okulaja, Abiodun A. During the game Abiodun made a call and Jeremy who was the coach for a team did not agree with the call at which time he started to interrupt the game by arguing with Abiodun. Abiodun ejected Jeremy from the game and advised him to clear his bench area. Jeremy continued to argue with Abiodun over the call after being ejected. Abiodun advised Jeremy if he did not clear his team's bench area the game would be ended. At this time Jeremy approached Abiodun and bumped him with his stomach. Abiodun further related Jeremy began to incite the crowd against him because of the call. On Saturday, September 9th, 2017, at 2034 hours, I was dispatched to 3217 Grouper Rd in reference to a domestic violence incident that had just occurred.
On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp.

Use of Electronic Control Devices (ECD’s) such as the widely used taser X26 at the discretion of police officers can be a very useful tool in order to temporarily disable and obtain custody of a non-compliant suspect. When used appropriately it can even reduce the risk of a suspect physically harming the officer, himself or others through temporary physical incapacitation. However these devices need not be used unnecessarily, and officers who do employ their use liberally and without just cause should not go without appropriate disciplinary measures proportionate to the magnitude of the situation. I would like to shed light on a few examples of ECD use where officer discretion have come under scrutiny.

Hostage and barricade incidents are amongst the most difficult, emotional, and sometimes potentially lethal situations that a negotiator can be involved in. Often, the hostage taker shows signs of mental illness, drug or alcohol intoxication, or personal disputes accompanied by a high level of emotion. (Feldmann) These contributing factors lead to impulsive and often unpredictable behavior on the part of the hostage taker. It is sometimes impossible for negotiators to anticipate possible outcomes and complications that could arise from these incidents. Negotiators use a wide variety of tools, information, and strategies to try and resolve whatever grievances and demands the perpetrator is exhibiting. The main focus on the part of the negotiator is to keep the hostage alive, then try to negotiate a surrender. There is a considerable risk to both the victims and law enforcement when dealing with a hostage situation. (Feldmann) This paper will identify and distinguish several high risk factors that negotiators and law enforcement use to extinguish potentially lethal situations. The presence or absence of these factors can influence the outcome of a situation for the better or for the worst. Second, this paper will identify several motivations for hostage taking. Why and what would prompt an individual to take hostages? Several influential and background reasons will be examined. Finally, some successful and also failed negotiations will be explored, with possible reasons and explanations to what factors made them either a success or a failure.
When I refereed soccer in high school, I made a call that a coach didn’t like. This was a PreK soccer game and I was surprised by the reaction of the coach. The coach yelled at me and used some profanity. I calmly told him that the call was in the rule book. When he continued, I went and got my supervisor and asked for help with the matter. My supervisor stepped in and the coach apologized.
