The National Center for Missing and Exploited Children (NCMEC), in 2006, reported that the number of registered sex offenders in the United States was 747,408. Just imagine how much that number has increased from 2006 to 2018! Once a sex offender is released from prison, they must register with a law enforcement agency in the city or county in which they live in. Then, they must physically go to the police department or sheriff’s office and show them proof of residency, two photographs and fingerprints. The local agency then has to forward it to the State Police where the law requires them to send the information to school districts, day care businesses, children’s residential facilities or foster homes that asked to be notified. Some will agree that it makes the community safer by, the strict rules and restrictions limit the offender to only getting to do certain things. That them being confined it limits their chance of re-offending again. By the community knowing what their rules and restrictions are and where they are living it allows them to feel some form of comfort. They also feel that it protects the families and children from potential harm. Some people would disagree and argue that the state and federal registrations and community notification laws violate the basic right of former offenders. Makes it harder for them to find employment and fit into communities again. They feel its public shame, and leads to more harassment and violence against former offenders. I believe it’s making the community safer because it limits them, confines them, allows people to be aware of where they are and what they did. Like tier one (minor offences), public lewdness, crimes against minors and federal and military crimes. Tier two (more serious/punishable offenses), trafficking, abusive sexual contact and coercion and enticement. Finally, tier three (most serious), aggravated sexual abuse and abusive sexual acts against a child under the age of 13 (Sex Offender Registries, 2017).
