Summary of Senior Citizen Council Meeting The Senior Citizen Council Meeting was held on July 20, 2017 in the Lakeview Senior Center. In this meeting, Representative Christine Chow presented the Orange County Strategic Plan For Aging to the council. She described the plan as a ten step initiative to prepare for the growing population of seniors in Irvine and to improve facilities and programs that keep the senior population healthy and active. The Alzheimer’s Orange County, Hoag, OCTA, and Council of Aging were some of the most prominent organizations in the Leadership Council who supported the initiatives. The plan consisted of ten categories: Food Security, Healthcare, Elder Abuse Prevention, Housing, Technology, Funding and Sustainability, Successful Aging, and Communications. Other reports on the status of several Senior Services support groups and Committees were also discussed. Council members were mainly concerned with getting the ten step plan out to the public. The diverse population in Irvine made it difficult to categorize everyone into one group. In the Health and Nutrition report, the council members mentioned that nearly half the participants in their program were non-English speakers. Several ethnic related community groups helped integrate seniors with different cultural backgrounds into senior center activities. In the Committee reports, the Irvine Evergreen Chinese Senior Association organized many successful events Chinese singers, lecturer on health, and talk shows brought in 150 to 180 participants. The community center also added a new mahjong room, promoting activities geared toward Chinese seniors. On Monday, April 13th, 2009, I visited the Culver City city council meeting, and found that they operate using a council-manager form of government. For a city with a population of about 38,000, this type of governmental structure is fairly common, and I was not surprised to see it in action in a community where the median household income is around $56,000 a year. Culver City is also a culturally rich community with a 60 percent Caucasian population, and a quarter of the residents are either of African American or Asian decent. The mayor, D. Scott Malsin, is one of five members on the council, and his term as mayor is on a rotating basis. Having been to a Hermosa Beach city council meeting with a similar council-manager structure, I knew what to expect.
The Phoenix City Council meeting stood packed with attendees ranging from council men and women, lawyers, (basically elderly) interested citizens, neighborhood representatives, owners of businesses, and many others firm on playing a undeviating role in the due process of local government. The meeting began with an invocation from the pastor of a local church invited to pray by the Mayor Stanton. Then following was a pledge to the flag and then the mayor carries the motion. The Mayor reads for the council while passing them several agendas. This series of formalities set the tone for the arrangement and flow of the summit as a whole. Things steered quickly and professionally thanks to the succinct language of both the City Clerk and the Mayor, who led the agenda of the assembly. In general, each agenda entry was introduced by the Clerk, and then led through the agenda by Mayor, who asked for each item’s approval by the Council. The executive order of the agenda acted mostly as a general guideline, as the meeting swerved from the stated order with relative occurrence. Instead of a stringent order, the items seemed to be litigated first, in terms of how straightforwardly they might be permitted. Entire swathes of application were approved if the Council did not obtain any requests for dialogue concerning the item, and if the Council was expected to endorse the item unanimously. In theory, most of these items had already been hashed out in the various other committees through which any agenda item must pass before reaching the City Council.
In 1965 the first Aging American’s Act was passed. This legislation was part of Lyndon Johnson’s Great Society reform. In passing this legislation nearly 50 years ago, the government created a new department the focused on the rights and needs of the gaining population called the United States Administration on Aging. The original legislation was complete with seven titles. The articles include Title I—the Declaration of Objectives for Older Americans; Title II—Establishment of Administration on aging; Title III—Grants for state and community programs on aging; Title IV—Activities for health and independence, and longevity; Title V—Community service senior opportunities act; Title VI—Grants for Native Americans; and Title VII—allotments for vulnerable elder rights protection activities. Each of these titles are present in the most recent Aging Americans Act Reauthorization Act of 2013. Each of the titles in the original and reauthorization have levels of measure to ensure that the legislation is enacted in a manner that will protect the aging population. The titles provide guidance to involved organizations and caregivers ensuring each is properly educated in treating the medical and mental health needs of the aging population as well as recognizing, reporting, and preventing elderly abuse, neglect, and physical, mental, and financial exploitation.
To deal with the issue of an aging population, an awareness campaign about the health issues that commonly affect aged people should be run by the government and non-governmental agencies. In addition, awareness should be created among the young to accommodate the elderly; at home as well as at work places...
The Dahlonega City Hall was crowded on the evening of March 1st 2010. The seats were full, except for at the very front, and the standing room was filled almost out the door. The crowd, mostly made up of students, leaned in to hear as the voices of the City Council members faded in and out of the faltering sound system. The six City Council members and the mayor sat along a bench as if they were the judges at a hearing. Because of the ongoing discussions and the crowd, I thought I had arrived a few minutes late; but I was able to find a seat in the front two rows. Despite how packed the small room was there were plenty of empty seats in the front. I had thought the meeting was well on its way by the way conversation was going and apparently I was not the only one who shared this feeling. After a solid forty-five minutes of talking about parking laws and if there was a parking problem in the city, the mayor stood up and thanked everyone for coming. Most people took this as a sign that the meeting was over and started to pack up and leave. However this was just the meetings call to order. Following a prayer and the Pledge of Allegiance the City Council meeting began.
Today I interviewed an elderly woman who is a resident in the County Nursing Home. As I entered her room, she was sitting up awake and alert. As we talked, I explained to her that as a nursing student, I'm required to complete a paper on any person over the age of sixty-five. I asked her if it would be okay to interview her. She enthusiastically agreed, therefore, I proceeded with the interview.

Older adults are a very knowledgeable population and have had a lot of life experiences. As people age, things start to change physically, mentally, and socially. It’s important to understand the process of aging, so that older adults can be taken care of properly. I interviewed P.R. who is a 71-year-old male that lives alone in his home. P.R. is a retired coal miner, and is currently living off his social security and savings. He lives close to both his daughter and son, who frequently help him out with things that are needed. P.R. was able to give me a lot of insight about specific challenges that he has experienced in his life that is associated with aging. Today, the world’s population is aging at a very fast pace and the United States is no exception to this demographic change. According to the U.S Census Bureau, senior citizens will account for 21% of the American population in 2050 (Older Americans, 2012). Although living longer lives may not seem like a negative sign, living longer does not necessarily mean living healthier. Older adults of today are in need of long-term health care services more than any generation before them (Older Americans, 2012). Because of the growing need for senior care, millions of families are facing critical decisions on how to provide care for their parents.
As a future healthcare leader, I will start by collecting data on the health of the community that my organization serves. I will develop a five-step program to contribute to public health efforts within my organization. My five-step program towards public health will involve monitoring, diagnosing and investigating, informing and educating, partnering, and researching. I will monitor the health indicators of my community and be aware of health needs and disparities. I will seek to identify hazards through research and analysis and diagnose root causes. Caring for the elderly is an activity that requires patience, willingness, due diligence and effective co-ordination of resources in order to optimally benefit the recipients. Community services and programs is one such avenue that caters for the elderly by providing for their mental, physical, social and emotional well-being, and by extension promotes a greater quality of life. Community services help meet the needs of the elderly and attract older people who face barriers to active living. One strong advocate of community based services and a program for the elderly is the American Association of Retired People (AARP) who relentlessly seeks to promote a healthy lifestyle for people 50 years and over.
