School Resource officer is helpful to prevent criminal activities and maintain a safe environment in the school. The position paper sheds light on the role of School Resource Program to avert crime and threats at schools. Police officers are armed and have received extensive training to handle the school-based legal issues. City police authority assigned police based on a geographic location of schools rather than on the need and the history of school violence (Theriot 2016:452). The officers were responding to provide education on the law and discipline to students and staff. Another major reason why juveniles are ending up in the juvenile justice system is because many schools have incorporate the zero tolerance policy and other extreme school disciplinary rules. In response to violent incidents in schools, such as the Columbine High School massacre, school disciplinary policies have become increasingly grave. These policies have been enacted at the school, district and state levels with the hopes of ensuring the safety of students and educators. These policies all rely on the zero tolerance policy. While it is understandable that protecting children and teachers is a priority, it is not clear that these strict policies are succeeding in improving the safety in schools.

The use of force, particularly with correlation to officer morale and/or inadequate education/training, has become particularly problematic. Measures should be taken to reduce the injury to suspects, particularly physical injury resulting from poor officer tactics or malicious intentions not related to upholding the law. These are problems, which, if properly handled and rectified, will result in improved officer morale, improved relationships with the public as well as ensure a continued upstanding reputation for the oldest police force in the nation.
SRO’s primary responsibility is handling calls for service from the school and coordinating the response of other police resources. Additionally they should address crime and disorder problems, gangs, and drug activities occurring in or around the school, and make arrests and issue citations on campus. Furthermore, they should provide leads and information to the appropriate police investigative units, and take actions against unauthorized persons on school property. Finally, they can serve as hall monitors, truancy enforcers, crossing guards, and operators of metal detectors and other security devices.

Not only does the presence of police officers allow for better security in the school and safety of both students and faculty, it has many other benefits. Having police officers present in these settings allows for increased knowledge of both the law and the consequences of breaking the law. These programs also allow for growth of relationships between the students and the officers. The police-school programs use officers as sources of information and counselors for the student’s aid. The programs also helped in improving communicating between juveniles and police officers.
Schools inevitably must deal with disciplinary action when it comes to misconduct in students. However, at what point should the courts and law enforcement intervene? “Zero tolerance” policies started as a trend in the school setting during the 1990s in “response to the widespread perception that juvenile violence was increasing and school officials needed to take desperate measures to address the problem” (Aull 2012:182-183). However, national statistics indicated a decrease in juvenile’s share of crime during the influx of zero tolerance policies in schools (National Crime Justice Reference Service 2005).
The police forces in every community are deemed law enforcement officers and have to take necessary precautions in executing their job. Individuals that police officers encounter may at any time threaten the security of the officer or others. Police officers have to follow procedures that are necessary to maintain control of situations that can cause harm to others or property. The three topics that will be discussed in police use of force are; the explanation and background of use of force, limitations of use of force, and disputed court cases dealing with police use of force.
There is an article by Emma Brown titled “Police in Schools: Keeping kids safe, or arresting them for no reason?” and in the article she questions their positions in schools. She states that after an incident occurred at Spring Valley High in South Carolina, it prompts the exploration of school resource officers as well as police officers should be allowed in schools. After reading the article by Brown, schools should have SRO’s in public schools.
The issue of school safety has become a controversial topic in the United States, due to tragic acts of violence occurring on a daily basis. American citizens should never have to cope with the negative impact of school violence, no matter how often they hear about the tragedies (Jones, "Parents" 1). In the past, schools were viewed as a safe place for children to get an education. Recently, the concern over violence in schools has taken a toll on many parents, school administrators, and legislatures (Eckland 1). Studies have shown that there are over 3 million acts of violence in American public schools each year. Not all occurrences are serious and deadly, but they occur on a daily basis throughout our country (Jones, “School” 6). This has caused many parents to worry about the well-being of their children while they are in class. This has also led to an increase in questions and concerns by parents and guardians. Many people have asked, “What are you doing about safety and security on my child’s campus” (Schimke 2). School violence is the cause of elevated worry and fear for their children, and school districts should enforce better security.
