Quote: “Planning discourse is becoming increasingly disconnected from implementation.”
This quote is from the first paragraph of the article by Pierre Fillion. As a matter of fact, it is the first sentence he uses. It is a very strong sentence that sets up his article beautifully. While after reading his article, I do not agree with all of his statements or points, but this one, his main one, I do agree with strongly. Pierre lays out why he believes that planning discourse is becoming increasingly disconnected from implementation. He states that the public is becoming more involved in the planning aspect, many different ways, including advocacy groups, community based groups, and public general meetings. He also states that it is becoming harder to implement the plans that they do come up with. I believe that this is happening for a multitude of reasons. First and foremost, the main reason that the implementation aspect is lacking is because almost all areas of the western world have become obsessed with financial stability as well as have become quite fiscally conscious. Therefore getting the financing for these plans has become increasingly difficult over the past so many years. Cities, individuals, businesses, provinces, states and governments cannot freely spend on items just because someone or a group wants something planned. People are becoming more conservative, and therefore less is being accomplished now, than once was. Another reason, that I believe that things are not always accomplished is because of the planning that goes into them. I feel that people have become more conscientious of the advocacy groups and public groups that want things planning and accomplished a certain way. With the rise in public input, it is possible that the planned projects lose some credibility, and therefore when it gets to the implementation stage, those involved are less open to proceeding with the project. These two things, the publics’ opinion and the financial timidness, have led to a gap to be created between the two, and with each passing year, that gap seems to be widening.

Following this quote the article goes on to explain in three ways how these three things affect the planning process. Without reading those three paragraphs, I am going to give my opinion on how I believe that in three ways the topic affects the planning process.

Integration of culture within the United States has become a difficult task for government officials who follows the Multiculturalist approach. Culture is the diversification of one’s being as regards to their immutable traits being learnt from the time of their births. Linda Chaves’s essay “Demystifying Multiculturalism” points out that the accommodation of equal rights between whites and non-whites is not a problem it is education. However, multiculturalist believes that non-whites are becoming a threat to their population and will eventually change the American culture. The demographic tidal wave illusion from the business sectors is merely an exaggeration as they believe that non-white’s will eventually whip out United States white’s population. Chavez gives attention to the fact that ‘judgment should not be based on skin color but by content of one’s character’ (6). Furthermore, she doesn’t only criticize the Multiculturalist techniques but emphasizes through reasoning why the Multiculturalist approach would imposed negative attitude towards the non-whites in the United States. This will not only create negativity but a racial chaos between whites and non-whites living in the United States.

Explaining the case in which certain races or ethnic groups dominate within diverse fields is not just an American phenomenon, he cites Professor Walter Williams, who wrote about the privileges of Chinese minority in Malaysia. He also mentions the talk-show host Michael Savage who, after he earned his Ph.D., had trouble finding a job in his chosen field, and was told in so many words that "white men need not apply."
Some of the strengths in the third analysis is having enough information to back up my hypothesis and discussing one side of the issue that will support my statement. However, some weaknesses in the analysis was that there was no inclusion of different point of views to the position. Also, the limitations of the position was not acknowledged as well. If there were other point of view to my thesis/hypothesis then it would have shown a broader view of the issue. A critical thinking error in this analysis is including a conclusion at the end with a result because it was just a hypothesis that was not tested in reality yet. So, including that section with the made-up findings was an error that should have never been added to the

Planning is an approach towards the problem solving rationally. It can be taken as a remedial tool for creating change in the current situation in a systematic and efficient way. A problem in the planning profession will be The solution found by planners to varied situations in practice is very dependent on the certain criteria like social, economic, environmental, and political. The evaluation of a solution on these criteria defines the success of a solution. The new definition of the planning problems was given by Rittle and Webber in their path breaking article (Dilemmas in a General Theory of Planning).
A diverse union is one that values the differences in all people; Diversity can be defined as people coming together from different race, ethnicity, political beliefs, religion beliefs, and social status. Living in America, gives one the opportunity to live in a diverse neighborhood, moreover, with all the diverse opportunities we have; Do we take full advantage and live in diversity in our communities? David Brook’s say’s in People like us, “Maybe it’s time to admit the obvious. We don’t really care about diversity all that much in America…” (357) Brook’s statement is bold, however, it does state a fact American’s cannot deny; talking about diversity and actually practicing in one’s life are very different from one another. Jacobs views diversity as the number of ways in which limited areas of space are allocated, as opposed to having an inherent racial or cultural connotation. Jacobs emphasizes that various types of business and residences are the elements of prospering city neighborhoods. Jacobs begins to explore three main myths. These myths are arguments often cited by city planners against diversity. To begin, the first myth that Jacobs attempts to discredit is that diversity is unattractive. She repudiates this assertion by saying that the opposite is in fact true, in which homogeneity is unappealing. I believe that it is quite detrimental when city planners attempt to create a contrived atmosphere of diversity in order to conceal the existing homogeneity. This is accomplished by artificially building different shapes and styles of buildings to give outsiders the impression of diversity. Jacobs underscores the flaws of contrived diversity in the following excerpt:
There is also need to introduce non-mainstream clusters of people in the middle of civic activity for the following reasons: for purposes of establishing communities with the capacity of achieving change in a significant way – when different groups work together, common goals will be realized more effectively as opposed to when working in isolation; different cultural groups possess inimitablestrengths and ideas that can benefit the larger community – when there are wide range of ideas, problems can be solved quickly and community life enriched; overcoming and averting separations both racially and ethnically through understanding the different cultures; achieving effective policies and programs by including people from varying cultures in the decision making process – people that are affected by a decision normally need to be included in articulating solutions; having a society that is just and impartial through appreciating the different diversity of cultures; and for purposes of learning the influence that cultural groups have in the mainstreaming of culture and history so as not to miss out on how the society and community at large is viewed (Puccetti,
