The scope of the Act focuses on people who work in economic activities such as public service and statutory authorities. Although employees and employers are protected by the Act, these people should take the responsibility for their positions. A person who contravenes the provisions of any regulations made thereunder shall be guilty of an offence and shall, on conviction, be liable to a fine or to imprisonment or to both.
According to Section 30 of OSHA, the safety and health committee should establish from the date of enforcement of this regulation when an organisation has 40 or above person employed in the workplace. The positions that included in safety and health committee consists of a chairman, a secretary, representative employees and representative employers. The functions of safety and health committee at workplace are to develop safety and health regulation and system, review the efficiency of program safety and health, execute research on accidents, report unsafe practices and not healthy environment at workplace and review the principle of safety and health. The ways of control risk at workplace should be executed based on the hierarchy of controls from the most effective to the least effective. The most effective ways for reducing hazards extend is by elimination and substitution. The engineering controls are covering redesign, isolation, automation, absorption and dilution which are effective ways. The least effective ways are administrative control and personal protective
