This letter is my formal request for reinstatement of Institutional Police Officer under the job classification, 8204. This request is submitted approximately 10-months after I tendered my willing and honorable resignation from said classification.
Having had sufficient time to reflect on and weigh the past decision and circumstances that led to my resignation, I felt compelled to reach out to Chief Barnes expressing my remorse for resigning and asked him would he accept my plea to be reinstated. Chief Barnes affirmed, “Yes” and he would not be against my reinstatement. He told me he would need to explore what he needed to do as the appointing officer to make it happen.
Chief Barnes was out of the office for approximately 2 weeks following our initial conversation handling some untimely family matters that arose. During that time, I browsed the Civil Service rules pertaining to reinstatement of Classified employees, and while I formed no conclusions, I found no condition/s that would preclude my return as an 8204.
Upon Chief Barnes’ return, he informed me he submitted my request to be reinstated along with his approval for reinstatement; however, it had been rejected citing "abandonment" pertaining to the day of my resignation.

The term abandonment as it has been construed indicates to me, that I simply gave no one notification of my intentions to resign and neglected to fulfill my duties. While I’ll admit, my resignation was a hasty reactive move, the fact is, on that day I informed Lt. Jason Wendt, who assumes command in the Chief’s absence. Chief Barnes hadn’t been present the entire day and was out of town for a number of days to follow. There were no SEIU Classified Union representatives available or in their offices with whom I went to confer with several times prior to submitting my resignation
The Thompson Valley Police Service is seeking to double the number of police recruits over the next three years. In an attempt to attract more applicants, the newly appointed Police Commissioner, Commissioner Jason DeVillain is proposing two key changes to the current selection process. Firstly, Commissioner DeVillain is proposing to eliminate the requirement for partial or completed tertiary education. Secondly, it is being proposed that psychological testing should be removed from the selection process. As a research and policy officer for the Thompson Valley Police Service, the validity and likely impact of the above two proposed changes will be investigated thoroughly, followed by recommendations to Commissioner DeVillain to ensure the selection process is as effective as possible in selecting the most suitable candidates for the new police recruits. Summary: With the recent resignation of Police Chief Charles Johnson, the city of Dover has received 53 applications for the vacant position. To sort through the applicants a four step process has been implemented. They include screening respondents, a review board in which the candidates will be interviewed and subsequently ranked, interview with City Manager Spanning and finally a meeting with the city council. It is upon the appointment of City Manager Will Spanning and the confirmation of the seven member city council that the position will be filled. They stated that “being an Airman is more than a job, when we voluntarily raised our right hands and took an oath to support and defend the Constitution, we became members of the profession of arms”, they also said that along with our profession of arms we are given and accept a sacred trust given to us by the American people, that to be worthy of this trust we must “build our lives and shape our service on the foundation of our core values”, and that when Airmen fail to live up to our core values, the reputation of all who serve is tarnished” (letter to airman, Mar 2014). Recently, I was tasked to deliver a briefing for the J3 monthly training day. This tasking was a result of my negligence in updating a certain system that is vital to the J3 watch floor. My briefing, although filled with correct information and guidance, was also slaked with profanity and unprofessional gestures. Regardless of any circumstances that may have been the cause for these actions, the actions needed correction. Correction was given, which was responded to by more profanity and provoking actions. After I showed such disrespect to my non-commissioned officer in charge, he escorted me to my supervisor and my actions were made known to him. During this time I was still acting very contentious and disrespectful, making snide comments and standing with such contempt as if to say “are you done now”. Rectifying the police selection process to be more particular in choosing officers is difficult especially since, oftentimes, there are few exceptional worthy candidates to choose from. This sort of change would be a long-term aspiration that would take much time and effort in order to be accomplished. Until then, training on current officers should be changed where the Constitution and building community relationships should be of primary importance.

My official duty title is Superintendent, Aviation Resource Manager and my area of responsibility entails tasks involving my immediate control. For the responsibilities within my immediate control, I supervise five individuals. I coordinate the manning, training, and deployment taskings requested by our major command, Air Force, and Department of Defense counterparts. Additionally, I oversee the Aviation Resource Management System (ARMS) incorporating 285 records for aircrew members. Aircrew members are entitled to Incentive Pay in which I manage the $1.5 million aviation incentive pay program as well as any duty status boards concerning the status of an aircrew members flying status. Not only do I deal with managerial responsibilities on a tactical level, I also have the responsibility as the Functional Manager for over 20 1C0X2’s throughout the wing and manage three Air Combat Command (ACC) squadrons. The responsibilities of a Superintendent for my career field lies heavily on the knowledge of our Air Force Instructions. Just recently, I completed my tour as a First Sergeant and was returned back to my career field. After receiving my orders to Ellsworth Air Force Base South Dakota, the position required a special experience identifier (SEI) code to perform the actions as a superintendent. Like with any assignment I received, I walk into the position with the mindset to feel the environment out and then make any necessary changes regarding procedures that are accomplished each day.
It is a common conception that police officers choose their particular career path simply because they are inheriting a family member’s desire. They choose to be an officer because their father or their mother or a relative was an officer. It is a common conception that officers are not chosen they are inherited and expected to be from family. This area of interest is something that would be well suited for that of research and a study. How many police officers performing duties today have had a family member who was also a police officer? We can achieve our results through a survey that will take place the process of doing research and contacting police officers over the internet, over the telephone and doing so by interviewing them.
I was very disappointed at myself after received dismissal letter from State University. I felt that I let down not only myself, but also my family who hoped for me to earn a bachelor degree from such a great school as Ohio State. There were several reasons that led me to difficulty and lose concentrate in studied. During the time I studied at Ohio State, my older sister who I lived with received the bad news about losing her teaching assistance job at Ohio State. She was the only one who helped support me at that time. My sister was the one who pays rent and most of utility bills. I did help her pay some of the bills and groceries as I only worked minimum part-time. Since my sister was not able to continue her teaching position at that time, I help pay most of the bills included the rent. I certainly did not prepare for the situation and ended up have to start working more so I can help out my sister pays the bills. At the same time, my mother who lives in Thailand also suffered from the breast cancer which cost my parents a lot of money for the surgery and medical bills. My parents were in no place to help me or my sister with living costs and expenses here in the United States. Since my sister had only a student visa, and was not a U.S. citizen, I was the only one that could legally work and pay most of the rent and other bills. Working long hours did affect me psychically and emotionally. I lose both of my free time and study times. As I did not plan for the situation included poor time management, I ended up work more and spend less time studied than I should. I know that I struggled to keep up with classes and missed many classes. I did not think it through and thought that I could manage the situation on my own. I did not let anyone know about my situation or seek any help from any instructor or advisor. I ended up with poor academic performance and received bad grades which lead me to academic dismissal. I feel regretted and only wish that I could have made a better decision.
