Introduction
Reading accurately and fluently is a very important skill that students should master. According to Common Core Stat Standers CCSS, one of the third grade standards in reading is that students should read with sufficient accuracy and fluency to support comprehension. To fully understand this standard, we should break it down by thinking about the following questions: First, what does sufficient accuracy mean? Second, what does sufficient fluency mean? Third, how accuracy and fluency should be measured? Accuracy is a key component of fluency. Accuracy is the ability to read by recognizing the words automaticity without mistakes. ( ) To reach the stage of fluency, the reader must first achieve a level of accuracy in reading. Reading accurately means automatic reading without errors. Until the reader reaches this stage, the reader must practice reading constantly, especially repeating words that the reader does not know. The ethical focus on educational standards keeps on improving over time, allowing greater penetration particularly into the marginal areas and enhancing flexibility. There are numerous myths and stories regarding the foundations of education, all trying to explain how it improves the capacity of an individual and helps to address different needs of the society.

Regarding historicizing the nature of schooling, it is noted that those who facilitate training play a critical role. Their actions may either have a negative or positive effect on the student. Popkewitz and Tyler both agree that it is essential for the relevant individuals and institution that facilitate training and conveyance of information to consider specific incentives that favors the students. For Popkewitz, it is possible to pursue ethics in learning by pursuing high standards of education. It means ensuring the learners receive quality services in respect of their input. The government has a primary role to play in facilitating the learning process. On the other hand, Tyler feels that education opens up opportunities for employment and ultimately reduced dependence rates.
