Racial Prejudice in British Immigration Policy Introduction The purpose of this paper is that to highlight what I see as racist, unjust and inhumane elements in Britain’s immigration system and the culture of secrecy surrounds it. Most nation-states have had groups on their territory not considered capable of belonging, and therefore either denied citizenship or alternatively forced to go through a process of cultural assimilation in order to belong. Moreover, even those with formal membership have often been denied some of the rights vital to citizenship, so that they have not fully belonged. Discrimination based on class, gender, ethnicity, race, religion and other criteria has always meant that some people could not be full citizens. The country of Canada is known for its celebration of diverse population and multiculturalism. For years foreigners have been immigrating to Canada to find better opportunities for themselves and their families. Citizenship offers protection of human rights and freedoms including mobility and equality among others, under the Charter. (Canadian Charter, 1982, s 6(2)(b)) The status of Canadian citizenship first started with the official Citizen Act in 1947, which distinguished Canada from other parts of the British Commonwealth. “Before 1947, residents of Britain, Australia, and New Zealand could without limitation immigrate to Canada whenever they chose … Canadians had the same rights to move to those countries and exercise political rights” (Dickerson, Flanagan & O'Neill, 2009). As the country has become more developed, the state of immigration has changed with it. The process of obtaining legal citizenship today is varied according to the applicants’ circumstances. The current state of immigration into Canada is shaped by these paths to citizenship.

There are a number of ways in which the issue of immigration is connected to social justice and equity in rich and democratic nations like Australia. The main implications of this issue is that Australia’s migration policy is unjust for the refugees entering Australia. Australia’s justice system is one of the systems thought to be open for everyone. However, this is not the case for immigrants as they may not have the same access to the justice systems as those given to people of the host country.
Though the United States is home to many immigrants, controversy surrounds the issue of immigrants in the United States. The United States in a melting pot of various backgrounds and cultures, yet it is hard for all to merge into acceptance of one another. This type of exclusion comes under the political bracket, as it includes the rejection of citizen rights, such as the right to vote, freedom of speech and equal opportunities. Bhalla and Lapeyre (1997) argue that political exclusion ‘involves the notion that the State, which grants basic rights and civil liberties, is not a neutral agency but a vehicle of the dominant classes’, thus, exclude some social groups and include others. However, one must note that citizenship is not only political, as social citizenship refers to ‘the rights and obligations that determine the identity of members of a social and political community and which as a result regulates access to the benefits and privileges of members’ (Turner, 1997). Thus, citizenship is centred on the capacity of using individual and collective rights, and inequalities which can cause a social hierarchy, created of first class and second class citizens. When individuals are made unequal before the they do not have access to public goods, which consequently leads to alienation from society, and lack of opportunities freedom. T H Marshall divided citizenship into three aspects; civil (the right to certain freedoms), political (right to take part in elections) and social (the right to some economic welfare and to ‘share to the full of the social heritage and to live the life of a civilized being accorded to the standards prevailing in the society’(Marshall,1963). Citizenship should be a status enjoyed by the members of a political and social community which is attached to rights and obligations, without these one is excluded from society and isolated from society and oneself. The exclusion of ethnic minorities comes under the bracket of the problem of citizenship. America has had discrimination against minorities for a long time and it will continue to have it until people treat minorities with respect. Discrimination is when people treat minorities bad because of their skin color, ethnicity and the place they were born. For immigrants, the problems they had to arrive in America were not a good experience only by the struggle to gain acceptance among the population. Most immigrants came to the U.S. to have a better life and give education to their children. Almost all immigrants have experienced discrimination at some point in their life and even some are still experiencing it today. Most Latinos don’t have a choice but to deal with it when they get discriminated because they know they are illegal.
