Licensing and The Public Relations Professional PR's Pioneers The public relations field has the opportunity to connect its past and present to garner a powerful future, by making the PR profession a licensed one. Since the time of such PR pioneers like Edward Bernays (1891 - 1995), argued to be the "father of public relations" and Ivy Lee (1877 1934) also argued to be the "father of public relations, PR practitioners have desperately fought to amass respect and maintain legitimacy in the eyes of the public and other professional groups. Bernays is of special interest because he pioneered the PR industry's use of traditional press techniques with the addition of psychology and other social sciences to design public persuasion campaigns. He proved that it took an expert to "engineer consent" as he termed it. Bernays spent many years trying to have the vocation of public relations licensed, elevating it, in his words, "to the level of a profession." Bernays stayed the course and in 1992 even introduced an eloquent bill to establish registration and licensing for PR practitioners. Unfortunately the bill did not pass, but the proposition of licensing was actively addressed, leaving the opportunity available for expansion. What Does Licensing Mean For the Professional? Highly regarded professions require a specialization that can only be gained and recognized through educational minimums, a certification process, and required responsibility to their profession and the public. This process is known as licensing. Real Estate Agents, Lawyers, Doctors and Accountants must be licensed to hold themselves as professionals to the public and to practice their vocation. The state of Michigan has over 1000 licensed professions and occupations. It does not say much for the PR practitioner that under the letter "P" on Michigan's license list, their profession is not listed. They fail to be recognized amongst a group, which includes pet groomers and package delivery services (See Table 1). Members of the funeral industry are united by the caring of the deceased. We take care of those who have died, and in doing so, we help those left behind grieve, mourn and accept their loss. It is a stable occupation, though most refer to it as a “calling”. The funeral industry accepts all most everyone. In the United States, there are more than 22,000 funeral homes. Amongst those funeral homes, there are approximately 102,877 workers. Of those 102,887 workers, there is estimated that there are 25,820 funeral directors and 8,190 embalming specialists. Most funeral homes are independent cells, unless they are part of a chain or a corporation. That said, each state has a board that oversees that state’s requirements for license and regulations, with a national board to rule of law and requirements. These boards usually hold conventions yearly to spread knowledge and draw attention to upcoming issues. To work as a funeral director or embalmer, someone must pass both their chosen state requirements and the national requirements. My personal connection to the funeral industry is that I am a funeral service intern, or a funeral director apprentice. I have worked at a funeral home for over two years.

Woolsey and Cutter (n.d) seem to have a different opinion by stating “PAs are generalists while NPs can be either [specialist or generalist] depending on the area of medicine they practice” (para. 5). They go on to explain that PAs are trained to generalize, so that they can hop from one area to another (Woolsey & Cutter, n.d., para.5). PAs have the ability to specialize if they complete a residency program, but one important thing to note is that a PA is still documented as a generalist whether or not they have specialized (Woolsey & Cutter, n.d., para.5). Woolsey and Cutter (n.d.) then note that NPs often have to have a national certification in a nursing specialty before they can practice within a specialty (para.5).
Edward L. Bernays deserves recognition far greater than that which he receives. "The father of spin" documents the career of Edward Bernays, the man himself and the monumental findings that precede him. Bernays not only fathered public relations as we know it he also shaped molded and embodied ideal practices of public relations and spin in everything that he did.
Public relations are the practice of distributing the information between an organisation or individual and the public. The aim of PR practitioners by the client is often is to persuade stakeholders, partners, employees, investors and most importantly, the public. The practitioner’s communication stance is reaching the individuals or organisation ultimate goal. However many can examine and scrutinize public relations ethics to assert a PR problem within the industry. All PR organisations and individuals have a code of ethics of which the professionals are expected to follow. Regardless of these guidelines, ethics in individual practices seem to prove continuous and consistent violation worldwide. The James Hardie Industry, a company that is known for knowingly using products that caused thousands of people throughout Australia to grow to become sick and even resulting in death, from its products that produced massive profits is a prime example of the PR problem. However ethical communication and critically reflective practices are procedures that benefit both the public and the organisation when use correctly, opposite to the James Hardie case.

In the book, Propaganda, author Edward L Bernays, who is nephew of Sigmund Freud, transcends the public relation industry. This short, 13-part instructional manual delves deep into the intricacies and usage of propaganda. Bernays claims that the public is in a constant state of manipulation. He argues that in order for a society to be highly functioning and stable, public opinion must be manipulated and swayed. While I find his claims disturbing, it was refreshing to read something so blunt. Bernays’ use of psychological techniques to work the mechanics of public opinion truly classifies him as the “father of public relations.”

PR today, has undergone a massive restructuring and organization and is now gaining recognition worldwide. An offshoot of this is PR in sports. The sports industry in the U.S. generates $213 - $350 billion a year as revenues and is growing by the day (ESPN). Everyone tries to cash in on their benefits. Sports PR have come a long way. Today it is far more dynamic and complex. Public Relations is a very broad industry, serving a wide variety of institutions in society such as businesses, trade unions, government agencies, voluntary associations, foundations, hospitals, schools, colleges, and sports teams. Sports in the last fifty years have changed an amazing amount. It used to be just two teams playing against each other strictly for the love of the sport and for the enjoyment of the few people in attendance. As time went on and attendance and interest in professional sports grew so did the cash flow. Teams began adding more coaches as well scouts. It became obvious that a font office staff was needed to take care of the day to day operations of sports teams. In the 1940s baseball owner Bill Veeck changed the games even more when he promised the game to be the least exciting part of the evening. He hosting Ladies’ Night, Fireworks Fridays, and a Disco Demolition Night in which he blew up a pile of old records, Veeck brought sports into a new era (Veeck & Linn, 1962). Bill Veeck was the first true PR man in sports. He sold out stadium after stadium, in several different cities. The sports PR which Bill Veeck started has now evolved and is a much different brand of PR then every other industry.
Professionals are people who have equipped themselves with the knowledge and skills in a given field. The interest of improvement of the professional identity is an evidence of how high standards are placed upon the professionals in the community (Johnson et al., 2012). Each profession creates its norms, values and scope of practice that distinguishes it from any other profession. Different legal ethics are upheld and everyone needs to work as per the stipulated ethics in the field to be part of the profession. People in the field are expected to be knowledgeable and independently use decision making in solving various problems that may arise. The decisions made should be within the norms and values stipulated for a profession.
