Tax progressivity involves careful planning of taxation in order to ensure that tax rates are higher for individuals with higher incomes than they are for low-income taxpayers (Lee, Johnson, & Joyce, 2013). Prior to developing a tax system, governments need to be aware of the goals of the system that they intend to put in place. Based on the party that currently holds the majority in the U.S. government, the goals of the U.S. tax system can vary significantly. For example, the Republican Party tends to favor proportional taxation systems, while the Democratic Party believes in the use of a progressive system. following a progressive system, there are certain taxes imposed by federal, state, and local systems that tend to be regressive. As the text discusses, certain taxes, such as sales taxes, may appear proportional; however, such taxes tend to be regressive upon further evaluation (Lee, Johnson, & Joyce, 2013). As the text states, “a sales tax on purchases seems to treat all taxpayers equally but it is often actually regressive in that poorer families spend a greater proportion of their incomes on taxed items than wealthier families do,” (Lee, Johnson, & Joyce, 2013, p.136). A similar issue exists at the federal and state levels in that the payroll tax is also regressive. While the tax rate is the same for every individual, this tax is only imposed up until a certain amount of income is reached for that individual, which stood at $118,500 in 2016 (Miller, 2015). Those with an income near the cap of $118,500 and those with a significantly greater income will be paying the same amount in payroll taxes; therefore, the taxpayer with the lower income will be giving a greater percentage of their income to government. The Progressive Era was a period in which the federal government increased its legislation and its grasp of the nation. There were three distinct pieces of federal legislation that seem to stick out, The Meat Inspection Act The Federal Reserve Act,, and The Hepburn Act. All of this legislation gave the government an extremely large amount of power to regulate business and industry as well as the people of the United States of America.
The Progressive Era was a time of great reforms in government and in factories. There were a few different forms of Progressivism: the muckrakers (from a character in John Bunyan's book Pilgrim's Progress) were the type of Progressives who exposed corruption. For example, Collier's and McClure's journalists, some of them secretly went as far as moving into the slums to get the full sense of what life was like for the downtrodden, and shed light on what the slumlords were allowing to happen in their buildings. Women's Suffragists were progressive, as well, they picketed, wrote letters, to officials at all levels of government, staged women's suffrage parades, sent out pamphlets, and made speeches to anyone who would listen, and eventually, in halls of government, in from of Congress. One other type of progressive was those who were for the temperance movement (their goal was to ban alcohol, they saw it as corrupting society). Settlement house workers were progressives, too, their cause fought to improve immigrant relations in the United States. Progressives sought to change society, for the better, through their activism. Progressives hoped for stronger local governments at the level of the American people. Theodore Roosevelt's “Who is a Progressive” speech he stated that “A well-meaning man may vaguely think of himself as a Progressive without having even the faintest conception of what a Progressive is" (Bowels, 2011). Additionally, Roosevelt would consider a person progressive if he or she had sympathy for the common man and was a forward-thinker.
Should the American tax system remain the same, where individuals’ income is taxed based on how much one makes with loopholes and deductions? Should we consider a system that would eliminate progressive income taxes, taxing everyone at an equal rate through the Flat Rate Tax, or should taxes be collected through national consumption of retail goods and the Fair Tax System? Our current system of taxation is a varied percentage rate based on different income brackets. Many say that it violates our constitutional rights through unequal taxation. Multiple deductions, loopholes, special rates, and a complex system of regulations all characterize our Federal Income Tax System, prompting many to question why it is still being used (Peters, 2013).
Reform brought incredible change in America with the help of state and municipal levels of government in America, but primarily in the federal level. Influences within government at the national level such as Theodore Roosevelt, WIlliam Taft, and Woodrow Wilson brought significant successes and limitations in the period of 1900-1920. These three presidents inflicted the most change during the Progressive Era, helping rid America of corruption, trusts, poor living and working conditions, and promoting moral responsibility and conservation.
Thesis The Progressive Era and the New Deal Era had a significant amount of similarities with policies and programs to reform the American society and improve lives and fight poverty in America. Although the Progressive and New Deal Era had many similarities there were still differences between them.
Within the period of 1900-1920, many national reforms were rising to the top as Progressive Era reformers and the federal government heard the voices of the people. The effectiveness of Progressivism is a controversial subject for some, but the future was changed through the events of any actions a president made, the rights of people, and unfair treatment and conditions. This era brings changes to our society that also changes the future of it. These two decades brought forth successful times in bettering America.

There were many goals of the progressive era, but I believe that that two main ones were to reform society and to reform politics and the government. These goals were solutions to fix the problems brought upon by industrialization, urbanization, immigration, and corruption in the government. Settlement houses and urban reform were the leader of the social reform. They were reforming society by creating 400 settlement houses which organized kindergartens, nurseries, taught classes in English, cooking, and in personal hygiene. The tax policy in the United States is very confusing. When the tax policy was originally written in 1913 it was four hundred pages. Now, over the past ninety one years, that tax policy has evolved to over 72,000 pages. Since the tax code has become so lengthy and nearly impossible to understand, the topic of tax reform has been in the minds of many. Although, most barely think about tax reform until tax season. It is a controversial subject due to the impact a change in tax code would have on the American people. The two most popular and widely known stakeholders in this debate are the two major political parties in the United States, the Democrats and the Republicans. The two parties share absolutely no common ground on the subject of tax reform, other than thinking the other parties solution is wrong. The Democrats, in general, want to raise taxes on the wealthy, while Republicans, generally, want to cut taxes for everyone (Democratic Party) (GOP). Unfortunately, with the United States economy currently doing so poorly, the parties can no longer afford to remain at a standstill, some sort of compromise is going to have to be made. The implementation of a flat tax, and discarding the current tax system would be a compromise that both parties can agree on and will simplify the tax code, overall benefiting all Americans.
