It is important to understand the policy development process so that supporters can plan the type of input needed in order to have an impact on the final policy. Once a problem is identified for a policy, the problem will need to be put on the agenda. If you want to be involved in the formulation, adoption, implementation or evaluation phases of the process, then your approach will be different than just advocating for a policy change. The five unique steps are associated with the public policy making process are problem identification, agenda setting, policy formulation, policy implementation, policy evaluation

In this stage the political context is developed. It is useful to understand policy formation as a social and political process in order to conceptualize how policies are formulated.
Policy implementation includes procedures and actions where policies are brought into practice. Where what is written in the legislation or the policy document is turned into a reality. In the policy implementation stage can include adopting rules and regulations, providing services and products, public education campaigns, adjudication of disputes, etc. During this stage of the process the policy may be amended substantially, or even negated.
The final stage in the policy making process is the policy evaluation. This stage includes monitoring, analysis, criticism and assessment of existing or projected policies. This covers the assessment of the content, the implementation and the effects it has on those involved. The Evaluation stage the costs and benefits of policies are looked at, as well as their indirect and unintended effects. Congress uses its oversight function and the general accounting office during the evaluation process, agencies evaluate their own performance, and outside evaluators for example, interest groups, think tanks, academia, and media during the evaluation process as well. Evaluation usually triggers more problems and sometimes a new round of agenda setting and policy making takes place.
