The readings presented unique practicalities behind policing. I have learned that future forecasting is necessary to understand different trends so we can predict how it will impact future crime rates. I liked how the reading broke down different factors that might contribute to the increase in crimes. Addressing the futures wheel, it looked at past crime rates from 1984 to 1994 where the increase in crime rates resulted from gangs, drug trade and the necessity to use firearms in order to protect their possession of drugs.
I wasn’t aware that the age group from 14-24 were a crime-prone group. The Age-Crime Nexus emphasized that demographics of adolescents and young adults can contribute to the increase in violent crimes. In the reading it
had stated that young African-American males had a disproportionate offending rates compared to that of the U.S. population. While, this may be true, I wasn’t keen that they hadn’t addressed the racism that had plagued America the century before. The reading had mentioned that crime rose in the years from 1984 to 1994 but I felt that another factor to the increase in crimes rates especially among young African-American males may be the rebellion against ongoing racism even after the enactment of civil rights of 1964. In addition, Fox had mentioned the term “all things being equal” which simply extended the current trends into the future (114). I believe that it is not a great way to forecast the future because things can change. The change in economy, education, and technology can impact the increase or decrease in crime rates. Besides the change in demographics, it is important to note other factors such as the effect of economy on crime rates. I learned that in a stagnant economy it discourages and promotes crimes, while in a thriving economy it reduces crimes. Even with the expansion of economy it is important to have quality of jobs is as the availability of jobs. Job availability is vital but without standard minimum wage people are more prone to act out violently because people are unable to support themselves. So, the quality and the wage of the job is important motivator for people to be ‘civilized’. When the unemployment rates increase there is also an increase in crime rates because people are unsatisfied with the economy. Also, I think that training and education is vital to enforce community oriented policing. The zero tolerance policing was proactive in its outlook where it focused on the causes of a crime. The broken window phenomenon by James Q. Wilson reiterated this idea of focusing on the prevention of crimes before it occurred as well as enforcing the law. I think that it is great that we have organizations such as Campus Conduct because it protects students and covers areas that affect the surrounding community of UC Santa Cruz. The college campus is more safe having this program where people can turn to for help. It covers topics such as stalking, sale of drugs, hazing and so forth. The services extend to due process and certain sanctions but also it provides counseling and other programs where people can receive help. I think that this creates a safe community, where the people can seek assistance and feel close to one another.
The sample size and exclusion of individuals, such as under 16’s or those in group residence, creates bias and an untrue reflection on population as crimes they experience are not taken into consideration (HO, 2013).
As our modern-day society is becoming increasingly complex with many things changing so to must the education and training requirements for police officers in Canada. Canada has recently seen a surge in immigration to our country which has only added to the diversity of this nation. According to Males and Brown article, the primary cause for the youth to get involved in crime is poverty and lack of success. The statistics from California Criminal Justice and Census Poverty for 2010 refers that the lift in economic deprivation and the lack of success or jobs indulge the youth or teenagers more into the life of violent offenses. The news and article exacerbate the rate violent crime and over-represented the young age in violent crime. The peak age for crime means that the young people involved more in crime than older people. The Brown article suggests that the age-crime relationship means that the violent crime rise in young age and then decline with the age. The child who gets involved in crime at an early age becomes the chronic offenders. The teens who have less relationship with their parents, labelled as antisocial by parents, teachers, neighbors and society get more involved in crime.
I participated in a police ride-along with the Fairfax County Police Department on October 30th. I chose the Fair Oaks District Station for the ride since my home falls within that particular district’s boundaries. At 8 p.m., I was introduced to Officer Crutchman; the police officer I would be accompanying for the night. We headed out after a brief overview of some safety rules and expectations. Over the course of the shift I was able to observe many of the routine duties of a FCPO such as responding to calls, setting speed traps, performing traffic stops, assisting fellow officers, and patrolling neighborhoods and public parks. The United States may have one of the strongest governments in the world, but every day someone special loses their life. It displays a weakness in our own government and if we want a promising future this has to change. A good step in that direction would be recognizing my policy memo. My policy memo is: Using Technology and Data to advance community policing. The focus of this policy is through funding; the government has recently funded making new technology for a better police force. This policy research memo will focus on the issue background, then the political environment, along with a policy analysis. Lastly, I will discuss my own options and recommendations on how I would implement the policy.
From this Community Police Consortium, the BJA put together a report titled Understanding Community Policing, A Framework for Action, which focused on developing a conceptual framework for community policing and assisting agencies in implementing community policing. The basis for this consortium was much more direct than the previous efforts set forth by Presidential Commissions during the 1960’s and 1970’s, and led to what became known as the Community Oriented Policing Services (COPS, Title 1 of the Violent Crime Control and Law Enforcement Act of 1994). The core components outlined in the BJA report listed the two complementary core components to community policing: community partnership and problem solving. The report further stated that effective community policing depends on positive contact between patrol officers and community members, establishing and maintaining mutual trust as the primary goal of a community partnership, and police and community must join together to encourage and preserve peace and prosperity. While these are just a few of the recommendations listed in the report, there were many more that set forth the framework for community policing, but these were the core components.
The 1990s was an era in American history that has been studied by criminologists, demographers, criminal justice planners and policy analysts, all with the same goal of trying to explain why there was the largest decline in crime rates since World War II. To understand crime trends and tendencies helps us predict future crime trends. This allows society as a whole to be better prepared to manage and control these trends. Inspector Franklin Zimring, a criminologist has developed theories to help explain these trends.
In Intro to Criminal Justice class, I had the opportunity to learn about the Criminal Justice System more thoroughly. I learned that there are three components that make up the Criminal Justice System such as the courts, law enforcement, and corrections. Each component has its own role in making sure the the Criminal Justice System is functioning properly. If one of these components are not efficient the Criminal Justice system will not be as strong as it could be.
