For park and recreation agencies, the challenges associated with health, economic and social change present opportunities to reexamine the importance of the neighborhood park and place attachment. Physical inactivity is a strain on the health, economy and security of communities (Wang, Macera, Scudder-Soucie, Pratt, & Buchner, 2005). In 1995, 2.4%, or 24.3 billion dollars, of all health care costs were spent on direct health care delivery associated with sedentary behavior (Colditz, 1999). Sedentary behavior also affects national security. Excessive weight and body fat accounts for the rejection of 23.3% of all military applicants at a time when the military finds itself challenged to attract suitable candidates (Sackett & Mavor, 2006). Williams and Roggenbuck (1989) studied visitor attributes as reflected in the value they associated with natural areas. A review of earlier research on place attachment provided context for the development of 11 place dependence and 16 place identity items that were integrated into a formal questionnaire assigned to 129 students from four universities. Data supported their assumption of a two-dimensional model of place attachment consisting of place dependence and place identity. Place dependence was associated with the degree to which the site supported engagement in a specific leisure activity, whereas the construct of place identity was affiliated with settings visitors' assigned symbolic or emotional significance to. The concept of place, home and community is a transnational and trans-community concept. Human places have just recently been given political boundaries. Previously, human boundaries were determined the same way that animal, plant, and ecosystem boundaries were defined. They were defined by ecology and they were defined by geography of region and hemisphere.
However, a significant minority also struggles from early stages of their lives up to adolescence and are prone to be unfocussed, destructive, disruptive, withdrawn and controlling later in adulthood (Cleveland, Quas & Lyon, 2016). Attachment is a critical aspect of the psychological welfare of children because it forms the foundation on which the development of personality and socialization are built (Wood, Lee & Lipper, 2010). Early care-giving that is characterized by secure attachment has a considerable and enduring impact on a child’s development, the ability to regulate emotions, capacity to learn and develop satisfying relationships. Therefore, it is imperative that parents and policy makers are made aware and constantly reminded that human beings develop from childhood through their relations with other people and interacting with their physical environments such as neighborhoods and schools (Waters & Cummings, 2010). Ideally, psychologists assert that the impacts of early life experiences on psychological development cannot be ignored. Children who have positive and secure attachment with their parents and caregivers during infancy tend to grow into more independent individuals with better school performance, successful social interactions and are less prone to anxiety and depression. Concerning recreation, carrying capacities have been considered since the early 1930’s (Stankey & Manning, 1986). Since its introduction the concept or carrying capacities has evolved considerably. Capacity serves as a signal to managers indicating that additional action may be necessary to protect the visitor experiences and local resources (Haas, 2001). A more specific definition of visitor capacities is described as “the amount and type of use that is compatible with the management prescription for an area” (Whittaker, Shelby, Manning, Cole, & Haas, 2011; McCool & Lime, 2001).
