In the United States every student have access to education, no matter their language, race, ethnic, etc. Unfortunately not all the children can enjoy this opportunity because they do not speak the common language, in this case English. Many school offer bilingual education programs but there still school across the nation that have not offer bilingual education. The main goal of all this programs is the student became biliterate in their native language and the second language acquired. The most effective way to develop literacy is in child’s native language. Literacy Knowledge in the first language form a strong solid foundation will able to transfer many skills to the second language.

In the development of biliteracy teacher play a big role, because is essential that they promote bilingual education. In order to achieve biliteracy, students need consistent and strategic reading and writing instruction in both their native language and English. Many different strategies and activities can be used by teachers to development of bilitercy. These strategies should promote reading and writing in both language and language development that supports biliteracy. Some effective biliteracy strategies that will help teacher and students; allow for active and meaningful participation of all students, regardless of language proficiency or academic achievement. Build on and large both receptive and productive content area vocabulary and language structures. Also build on and expand background knowledge. Increase student interaction and decrease teacher talk. Another strategic is using The Bridge is the third linguistic space in Teaching for Biliteracy, using these strategies where students will transfer academic content learned in one language to the other, engage in contrastive analysis of the two languages and develop metalinguistic awareness. Children are better learners than adults except in the area of the pronunciation of words. That is why the second language program will be accepting children who are in elementary, they will be taught how to read signs, and learn how to speak in the desired second language. The objective goal of the second language program is to get students ready to speak another language as if it were their primary language. The second language program will not be as any other school program because it will require dedication, responsibility, and focus. Immigration policies have been a hot-button issue for many years now, especially regarding emigration from Mexico. Politicians have started up campaigns promising to effectively end illegal immigration, claiming that it is the source of the United States’ unstable economy. However, similar plans have been enacted in a particularly vulnerable period, with little to no success, indicating that repetition would be a huge blow to both the economy and United States citizens.
A team of AAVE and AE experts collaborated in an effort to identify and evaluate how the use of phonological processing occurs in both African American and Caucasian children and determine the implications for phonological reading instructions in classrooms. The study used varying phonological constants and variables and ultimately concluded that AE students performed better than AAVE students as the instructions for the study were written in AE-related language. Educators and scholars believed that the results of this study necessitated further discussion as the impact and implications for phonological reading instruction is expected to be fair to all children (Sligh, Frances, and Connors, 2003).

An ongoing battle of culture, freedom, and language occurs in America today. The battle is commonly called Bilingualism. The dictionary definition: being able to speak multiple languages. Though, when you dig deeper, you discover the hunger of differing tongues. Many people believe bilingualism should have a certain role in the public and education. One of these figures is Martin Espada who believe that bilingualism is also respecting one's culture. He believes that there should be more effort put into understanding different cultures and languages. An opposing figure to this is poet and author, Richard Rodriguez, who believes bilingualism should not be emphasized in the public and education system. Rather being able to speak one language and communicating is superior.
From my experience, bilingual education was a disadvantage during my childhood. At the age of twelve, I was introduced into a bilingual classroom for the first time. The crowded classroom was a combination of seventh and eighth grade Spanish-speaking students, who ranged from the ages of twelve to fifteen. The idea of bilingual education was to help students who weren’t fluent in the English language. The main focus of bilingual education was to teach English and, at the same time, teach a very basic knowledge of the core curriculum subjects: Mathematics, Social Sciences, and Natural Sciences. Unfortunately, bilingual education had academic, psychological, and social disadvantages for me.

Being bilingual always made my life differ as if I lived two lives, speaking Spanish at home and English everywhere outside of home. On the daily basis at my house, my family speaks Spanish. When we communicate we speak very fast, at times we can not even understand one another. After this occurs we all burst out in laughter super loud, no boundaries are enforced in our lexicon. The enforcement changes when entering a different discourse community.
In this online blog entry, Elizabeth Landau claims that bilingualism can be very beneficial to one’s cognitive abilities. Her first sub-claim is that bilinguals retain better cognitive function as the body grows older. The grounds for this sub-claim is a reference to Ellen Bialystok’s study on Alzheimer’s patients revealing that bilinguals were several years older than monolinguals at similar phases of neurological impairment. The findings from this study support Landau’s main claim because it shows that bilinguals’ cognitive abilities regressed at a much slower pace than those of monolinguals’. The work of Bialystok is credible since she is affiliated with York University in Toronto, Ontario, and the research that Landau refers to in this blog entry are all from presentations at the American Association for the Advancement of Science annual meeting. Landau’s second sub-claim is that bilinguals are better at multitasking. She supports this sub-claim with Judith Kroll’s research that has found bilinguals better suited to multitasking because of their heightened attention skills. This is most likely because bilinguals are perpetually inhibiting one language in favor of the other, which gives them an enhanced ability to tune out irrelevant information. Once again, these grounds are credible and scholarly because Judith Kroll is a researcher at Pennsylvania State University, and like Bialystok, Kroll presented these findings at the annual conference. In 2009, teachers of a New Jersey school banned foreign languages and stated, “any language other than English will not be tolerated" (Debaron 1). This situation was soon no longer allowed. While over ten percent of the total adolescent education systems contain emergent bilinguals, a whopping sixty percent of those students are educated in only English (Bale). Maria Estela Brisk, a Boston College Education professor, believes, “schools has wasted much energy in the search for a "perfect" model and the best way to learn English” when they could just focus on proving “quality education” to every student in the system (1).
