On 04/29/17, at 1:58pm, I Deputy Warden N. Christian was dispatched to 2002 Bairsford Drive on an injury-possible dangerous or vicious dog, owner known. I arrived at the location and spoke to victim Joe Battle. Mr. Battle stated on 04/28/17 at approximately 2:50pm, he was dropping off a male minor at the location from school. As he was approaching the house with the minor, a female minor was waiting at the screen door. Next to her was a black/grey large mix breed dog. Mr. Battle stated he seen the dog barking and when the female minor opened the screen door to let the male minor into the house the dog came out and chased Mr. Battle. The dog bit Mr. Battle on the left leg. Mr. Battle stated the dog broke skin, but he didn’t go to the hospital
I arrived on scene at 17:10 hours. A juvenile was standing under the carport beside a white Dodge Durango. The reporting party, Kaella D. Barners (F/B, DOB: 05/04/1977), exited the front door when she seen deputies arrive. I approached the juvenile, Katera Edwina Barners (F/B, DOB: 08/29/2000). Katera was calm and cooperative. Katera had been upset at her mother. I observed an end table on the hood of the vehicle. I asked Katera if she put it there. Katera said she threw it there in attempt to damage the vehicle.

I couldn’t believe the site was real. The police came and simply reported it as an allergic reaction not even seeing it as potential murder, this guy must be good if the police don’t even think twice about it.
Lisa stated this morning at the listed location; she set up a yard sale table, along with several other neighbors. During the set-up process, the accused, Marion Wagner, approached her advising her she was not able to set up the table. Lisa advised she was able to be here since it’s on the sidewalk and that she wouldn't be any more than a few hours here. Lisa stated that Marion approached her, got up in her face, and then struck her in with a closed fist. Lisa then fell to the ground and started to bleed from her nose. Lisa is herein referred to as the victim. It's to be noted that Lisa refused any medical attention.
Nationwide, approximately 50 percent of all children will be bitten by a dog before they reach the age of twelve (DeIorio, “Have a Dog-Bite-Free Summer”). In Marion County, Florida, aggressive and dangerous breads of dogs are a “serious issue” for the community according to Marion County Commissioner Jim Payton (Thompson, “County drops '1 free kill'”). Responsible dog owners seem to be unaware of the problem but area residents who have been victims of these attacks have turned to the Marion County Board of Commissioners for help. The local County Commissioners have been wrestling with this issue since October of 2009 when a widow from Ocklawaha, Patricia McBee, had three of her dogs euthanized after they allegedly killed her neighbor’s cat (Thompson, “County drops ‘1 free kill’”). The need for change moved even faster after a 3-year-old little girl was attacked and killed by a dog that was chained to a tree outside her house in Citra (Lee, “Girl, 3, mauled”).

On 04/14/18, at approximately 1:30pm, I Deputy Warden N. Christian with Franklin County Animal Care and Control (FCACC) was dispatched to 235 N. 18th St on a nuisance dog investigation (dog owner's address). I arrived on scene at approximately 1:56pm. I met with victim Robert White. Mr. White stated he was walking in the alley behind 200 Block of Monroe Ave. A white male had a black dog approximately 6 feet away from him. As he continue to walked through the alley, the dog tried to attack him. Mr. White stated the dog was on a "retractable leash" but Mr. White noticed that the dog owner had extended the leash to the point that the dog was close enought to Mr. White. Victim Avina told me approximately five years, prior to getting married, Suspect Avina threw his dress shoe at her. The shoe hit Vicitm Avina is the stomach which did not cause any injuries. About two months ago, Suspect Avina attempted to push Victim Avina’s right shoulder. Victim Avina lend back and avoided the push but hit her right upper thigh against the living rooms coffee table. The impact later left a quarter size bruise. Victim Avina took a photograph of the bruise (see attached photo).

Growing up as an only child I made out pretty well. You almost can’t help but be spoiled by your parents in some way. And I must admit that I enjoyed it; my own room, T.V., computer, stereo, all the material possessions that I had.
