Most individuals with a general background knowledge of the United States Federal Government system are aware that in order for a bill to become a law, it must first pass a majority vote in Congress. There is, however, a very important step in the legislative process that sometimes goes unnoticed. The committee system of the legislation process ensures that the appropriate attention is given to each bill introduced to Congress. Each member of both chambers are assigned to committees and subcommittees, and are expected to become subject matter experts in their respective roles as committee members.

Congressional committees are the part of the iron triangle that puts bills into the legislative process after they work with interest groups. A member of a congressional committee proposes a bill into the committee to be voted on. Members of congressional committees are members of the legislative branch, so when they propose the bill into their committee they work with the other members to get it passed. If one member doesn't like the bill they can try to get the bill maker to change it to his liking so he will vote for it. For example in my congressional committee, the judiciary committee, congressman Mclenan proposed a bill to give tax cuts to banks who approve a certain amount of low income people's loans. We all thought that other people that needed loans might be overlooked just because they were not low income people. We made him make guidelines for that issue, so we could vote for it.
When the United States was founded, the theme behind the new government was to establish an efficient system without doling out too much power to any one person. The Founders intended to prevent a rebirth of tyranny, which they had just escaped by breaking away from England. However, when members of Congress such as Tom Foley, who served as a Representative from 1964 through 1995, and Jack Brooks, who served as a Representative from 1952 through 1994, remain in the legislative system for over forty years, it is evident that tyranny has not necessarily been eradicated from the United States (Vance, 1994, p. 429). Term limits are a necessity to uphold the Founders’ intentions, to prevent unfair advantages given to incumbents, and to allow a multitude of additional benefits.
Congressional terms have no limits. Controversy exists between those who think the terms should be limited and those who believe that terms should remain unlimited. The group that wants to limit the terms argues that the change will promote fresh ideas and reduce the possibility of decisions being made for self-interest. Those who oppose term limits believe that we would sacrifice both the stability and experience held by veteran politicians. They also point out that our election process allows the voter to limit terms, at their discretion. While experience and stability are important considerations, congressional terms should be limited to a maximum of two.

Assemblymember James Skoufis represents Assembly District 99, which includes Orange County and a part of Rockland County. He has represented District 99 since 2013, being one of the youngest legislators to this day.

The United States has 435 congressional districts. Being the most populated state, California is divided into 53 congressional districts, which are represented by Members of Congress. Commonly referred to as either Congressmen or Congresswomen, the latter are elected to represent a specific congressional district. The representatives serve the people of a particular legislative district for two years. The main duties of a Member of Congress include introducing bills and resolutions to the House, offering amendments and serving on various committees on legislative matters. In general, they represent residents of the district in the House of Representatives.

The remaining five districts elect multiple members, two with three members and two with six members which are all located in Saipan.
