Introduction The United States has 435 congressional districts. Being the most populated state, California is divided into 53 congressional districts, which are represented by Members of Congress. Commonly referred to as either Congressmen or Congresswomen, the latter are elected to represent a specific congressional district. The representatives serve the people of a particular legislative district for two years. The main duties of a Member of Congress include introducing bills and resolutions to the House, offering amendments and serving on various committees on legislative matters. In general, they represent residents of the district in the House of Representatives. Member of Congress I am from the 12th Congressional District of California (CA-12), and my Member of Congress has been Nancy Pelosi since January 3, 2013. She is a strong supporter of the Democratic Party and is a minority leader in the House. She also served as a Congresswoman in the same district during the previous tenure. Therefore, culture and activism dominate the region. For instance, there are African-American, Hispanic, Asian and white communities in the district (Alibguy). It is very dynamic in terms of development, including tourism, demographic and political ventures. It has distinctive neighborhoods such as Richmond, Fillmore, Marina, Castro, Bayview Hunters Point, and Potrero Hill just to mention a few. The region is affiliated to the Democratic Party. Thus, anybody who is a follower of the Republicans is sure to lose in the current politics of the region.     The legislative branch of America helps create the laws or legislation. Ideally, it works to create a society that is safe for all members. The State of California like the federal government has a bicameral legislature, in other words, composed of two chambers. The upper chamber is called the senate, while the lower is called the assembly. A unique process for the state level is that it allows for the initiative. This process circumvents the state congress and can create laws without their aide. In the state of California, every ten years, following a US census, which collects demographic information, state legislators draw redistricting plans for itself, California seats in the US House of Representatives, and the State Board of Equalization. There have been attempts to create a “non-partisan” redistricting commission, but this has been turned down by voters numerous times. Proposition 14, 39, 118, and 119 were all turned down by voters to create a non-partisan districting commission. Every decade a large portion of the state congress’s energy is spent on redistricting. In fact, two of the last four censuses, Supreme Court has had to step in to break a deadlock. In 1970, Ronald Reagan, a Republican, vetoed all together the Democratic redistricting plan. The Supreme Court had to step in and created its own plans for California to follow. Then in 1981, Democrats proposed redistricting as well as congressional delegation redistricting. The Republicans stopped this by adding referendums to the state ballot. Because it was too close to elections though, Supreme Court overturned these referendums in 1982. In 1984, they officially passed the new redistricting plan which was very similar to the original plans.

It’s not that they can’t afford it, it’s that it doesn’t exist”. Officials should collaborate on creating solutions to the root causes and offer alternatives that would release some of the pressure. I would suggest promoting micro-homes or smaller scaled homes, limiting foreign investors’s purchases of single-family homes, or expanding campuses of employers to areas that are not heavily populated. It is not too late to restore the balance but it will take collaboration and team work.
