Both books show a controlled government influence is strong and powerful and that is just what makes up the illuminati. Strong, powerful, intelligent officials make up the government in these situations. The governmental is nothing without followers, and in the books and the Illuminati if you have followers you have support and if you have support you have power. The way the government influences the people and convinces them what they are doing is right. The Inner Party resembled a group of aristocrats. They ruled the country and all the people in it. They made up a figurehead for themselves, Big Brother, who was almost like a god.
