Minimally Adequate Education in the State of South Carolina
In the state of South Carolina, public school's students are educated on the basis of a minimally adequate education. South Carolina legislators have interpreted the definition for minimally adequate education, given by the South Carolina Supreme Court, into curriculum requirements for students across the state. South Carolina legislators’ curriculum expectations for graduating high school students are below average. In relation, the students of South Carolina are being hindered from seeing and reaching their full potential by being “normed” to do below average work. Minimally adequate education provides a foundation for inequity in schools and leaves students unprepared for higher education or professional work after high school. If minimally adequate education is left unchanged it will create larger social and cultural dilemmas. The concept of minimally adequate education in South Carolina’s educational system must be changed to better the lives of South Carolina’s students and to prevent them from being hindered by continuing to “norm” them to low expectations.
In the Abbeville et al. versus the state of South Carolina case, Abbeville demanded more funding from the state for the school districts that were not being provided with extra money through their property taxes. Abbeville argued for more state funding by proposing that their students were not acquiring an adequate education compared to that of students in wealthier districts (Abbeville 4). Board of Education (1954) which was a case of racial segregation of children that were discriminated against in public schools that violated the Equal Protection Clause of the Fourteenth Amendment. Next, Franklin v. Gwinnett County Public Schools (1992) the Court decided that monetary damages of Title IX of the Education Amendments of 1972 which demonstrated sexual harassment and abuse by a teacher (Chicago-Kent College of Law, 2015b). Davis v. Monroe County Board of Education (1999) held a lawsuit under Title IX of the Education Amendments of 1972 that was against sexual harassment, denying a student of equal opportunity the school provided and subjecting them to facing discrimination in an elementary environment (Chicago-Kent College of Law, 2015a).

In the state of South Carolina, public school students are educated on a lower level than they are striving to complete. They are taught on the expectation of acquiring only a minimally adequate education, which only requires the rudimentary knowledge of the primary subjects. With expectations set beneath the level students should be learning, they are being hindered from seeing and reaching their full potential and lose sight of the dreams they have for their futures. Often these students become trapped in their social and cultural capitals due to these low expectations. Minimally adequate education provides the foundation for a lower quality of life and if left unchanged will create larger social and cultural dilemmas. The concept of minimally adequate education in South Carolina’s educational system must be changed in order to better the lives of the students and to prevent the hindering of our students by continuing to “norm” them to low expectations.

An outdated education system is the largest problem Michigan faces because it affects not only the present, but also the future of the state. Important issues cannot be solved, nor policies created to remedy them, if the people attempting to solve them are not equipped with the skills and knowledge needed to make informed decisions. The state cannot run itself, let alone the nation as a whole, if its’ people are uneducated. The Constitution, the very basis of our government, relies heavily on the assumption that citizens of the United States are able to make knowledgeable and well-reasoned decisions, the types of which cannot be made when a person does not receive a proper education. This proper education is unattainable when low educational funding occurs. Lowering educational funding leads to lower standardized test scores, lack of resources, and an overall poorer education (Roy 2003). Even with these results educational funding has consistently been put upon the chopping block at all levels of government. Governor Rick Snyder’s budget cuts $470 per pupil for the 2012 fiscal year, while promising only small incentives to be added when re-balancing the budget in 2013 (Resmovits 2012). Snyder’s cuts in education stand in sharp contrast to the budget and policy passed in 1994, by then Governor John Engler. Engler, along with the House and Senate, created Proposal A. This policy increased funding to all levels of education, reduced the large funding gap between poorer and richer school districts, and opened schools of choice. FACTS: The District Court found that Kansas City Missouri School District (KCMSD) and the State had operated a segregated school system, within KCMSD. The plaintiff class attorneys sought compensation under the Civil Rights Attorney’s Fees Awards Act of 1976, 42 U.S.C. 1988. The District Court awarded fees based on Kansas City market rates, it used current rather than historic market rates to compensate for the delay in payment. Missouri appealed the ruling and the U.S. Court of Appeals judgment was affirmed.
This article shows a majority of the cases that are relevant to the topic and research questions it clearly shows the articles that are involved with public schools and how and what they did. It helps answer that research question because it shows that some of the schools are capable of bypassing the system but sometimes get overturned.
Community colleges and universities all belong to higher education, but actually they do not have the same requirements for their students. Peter Sacks is a college teacher. With Sacks’ teaching experiences, he believes that “nobody in the system had much of a stake in shoring up educational standards” which shows his dissatisfied about the current education system. Sacks thinks higher education should only be provided to students who can do excellent job on studying. However, only a few universities hold their applicants to this high requirement. Indeed, the phenomenon that Sacks finds is correct, many community colleges and universities have low requirements for students, but Sacks does not see the good part of this low requirements. If higher education includes different requirements, more people will be able to accept better education than high school, and this will be helpful for themselves and society.
With this many students, both state and federal representatives have made efforts to adopt reforms designed to make a solution to the funding inequality. The disproportion of funds first and foremost effects the amount of programs offered to children that vary from basic subjects such as: English, Math, and Science. This created the motivation to improve the quality of education for low-income neighborhoods by targeting resources other than property taxes and redirecting the states budgets. The goal the school districts all shared was the need to increase instruction, add after school activities, promote a well-rounded education, physical innovations to facilities and classrooms, and to update the academic resources. The popular demand that the funding to public education needs to correspond throughout all the school districts. Wealthy tax payers often argue that a region that depends on property taxes is the “American way.” This argument derives from the ideology that American success relies on perseverance and hard work, but if the playing field is uneven the higher born student has an advantage. “High property taxes—the burdens and perverse incentives they create, the rage they generate, the town-to-town school funding inequities they proliferate—…represent an endless New England nightmare…” (Peirce and Johnson, 2006). In this day and age, it is almost impossible to be a middle or upper class citizen without a college degree, so without the ability to finish high school or have enough educational merit to get a college scholarship, these kids will always be in the lower class. Fixing this issue would prepare the United States for a future with more black people in the middle and upper class. A solution to this problem is to have more government funding to high schools in poor neighborhoods. This can provide better school supplies, more qualified teachers, and improved school facilities. According to the National Bureau of Economic Research, A twenty percent increase in per-student spending a year for impoverished children can lead to an additional year of completed education, twenty five percent higher earnings, and a twenty-percentage point reduction in the chances of poverty in adulthood (Samuels, Alana). When asked about being prepared for future jobs, forty-six percent say that they are deficient in the skills needed. “Education is the most powerful weapon which you can use to change the world;” this simple statement by South Africa’s first democratically elected president, Nelson Mandela, expresses a fundamental truth of the world- something as simple as education can change everything. A constantly changing geopolitical environment has continued to place increasing amounts of emphasis on obtaining a post-secondary school education. Despite this, as many as 16% of all Americans ages 16-24 drop out before completing a secondary school education and obtaining a diploma.(1) The question which few dare to consider, which I now find myself faced with, is simple: how my education is the key to a successful future. To completely grasp the extent which my education may impact the future, in a positive manner, two things must fall into consideration- how education will ensure a successful future for myself, and how it may enable me to ensure a successful future for those around me.
