Introduction
The management and organizational approaches that are used by various firms play a critical role in their performance. The adopted management approach is important due to the fact that it determines the efficiency with which activities are performed. The organizational structure of the firm on the other hand determines the delegation and application of authority. The organizational structure is developed by the management. The structure facilitates effective interaction among employees and helps in directing resources towards achieving the goals of the organization. The behavior of employees is also influenced by the management and organizational approach (Mullins 3). Thus a firm will only be successful if it adopts the best management and organizational approach. This paper will focus on analyzing two management approaches namely, scientific and bureaucratic theories of management.
Scientific Management Theory
This theory focuses on the analysis and synthesis of workflows. Its main objective is to improve efficiency within an organization. In order to achieve this objective, the theory proposes that scientific principles should be used in designing processes and managing workers. This theory was developed by “Fredrick Taylor in the 1880s and 1890s within the manufacturing industry” (Cook and Hunsacker 34). The theory was highly influential in the 1910s as the best management style. However, by 1920s it began to lose its popularity as new management ideas and concepts emerged. ...ty. Finally, the two approaches adopt a top-down system of making decisions. This means that commands or directives are given by the top officials while the junior employees are expected to obey. By contrasting the two approaches, the following differences can be identified. While the scientific approach focuses on improving labor productivity, the bureaucratic system puts more emphasis on administrative efficiency. The scientific approach encourages the introduction of incentive schemes in order to motivate workers. The bureaucratic approach on the other hand places emphasis on the rights of the workers in order to motivate the employees. Finally, the bureaucratic approach considers employment as a life-long career. The scientific approach on the other hand leads to job loses as “knowledge is transferred from workers to workers and from worker to tools” (Dean 29)
“Management is a process of planning, organisation, command, coordination, and control” (Morgan 2006, p.18). Rational organisation design is a bureaucratic method of management which emphasizes efficiency to achieve the end goal and the management of multiple companies have taken upon this system. Figures such as Frederick Taylor and Henry Ford have both shown and laid a path way for Rational Organisation which has become known as Taylorism and Fordism. The design has received criticism and both Taylor and Ford have been portrayed as villains with Taylor being called “enemy of the working man” (Morgan 2006, p.23) as the system dehumanised workers by taking all of the thought and skill from them and giving it to the managers this is because the tasks given were simple and repetitive. As staff needed little training they became an easily replaceable asset and thus more machine than human.
In the article entitled “The Human Side of Enterprise” by Douglas Murray McGregor , McGregor stated that industry has fundamental know how to utilize physical and technology science. The conventional view of management consisted of three propositions which are called Theory X (Shafritz & Hyde,2012).
Fordism and Scientific Management are terms used to describe management that had application to practical situations with extremely dramatic effects. Fordism takes its name from the mass production units of Henry Ford, and is identified by an involved technical division of labour within companies and their production units. Other characteristics of Fordism include strong hierarchical control, with workers in a production line often restricted to the one single task, usually specialised and unskilled. Scientific management, on the other hand, "originated" through Fredrick Winslow Taylor in 1911, and in very basic terms described the one best way work could be done and that the best way to improve output was to improve the techniques or methods used by the workers. An organization’s structure can affect its efficiency and productivity. The two main management theories are the Classic Theory and Theory X. Classical theory is defined as a management theory of a large organization in which management is led by intuition to motivate and control employees (Hamilton, 2008 p. 41). The Classic Theory can be divided into two large subgroups, scientific managers and bureaucratic theorists. Scientific manager’s focus is on reducing production costs while bureaucratic theorists focus is on administrative efficiency (Hamilton, 2008 p. 43). The term “workaholism” appeared in the beginning of the 20th century after Frederick Taylor integrated new organization of work system. Taylor, famous businessman was born in 1856 in Philadelphia, and was known as “father of scientific management”. His new theory of work management has been known as “Taylorism”. The term “Taylorism” is seldom used in a positive way. By the constantly changing dynamics of the 21st century business world, it is clear that it would be highly unproductive for managers to employ what is in actual fact a restrictive, controlling theory of management. As a results of globalisation of the economy, intensification of international competition, pervasive influence of the social market economy, increasing participation of women in the labour force and ecological consciousness, scientific management is no longer suitable in modern workplaces, as this theory tends not to allow for the constant innovation that is necessary to maintain a competitive advantage in the marketplace.
The twentieth century has brought in a number of management theories which have helped shaped our view of management in the present business environment. These emerging theories have enabled managers to appreciate new patterns of thinking, new ways of organising and new ways of managing organisations and people. Over the years these different theories have enabled the study of trends that have taken place in the management field. The major management viewpoints- which include the classical, behavioural and contingency approaches- have assisted in the formation of the contemporary twenty-first century management theory and techniques (S. C. Certo & S. T. Certo, 2006). Although, there are significant differences among all these approaches they seem to be unified by the efforts of improving an organisation’s efficiency in terms of proper human resources management. Furthermore, the dissimilarities seen in these approaches are due to the always changing organisations and environments which demand new management practices and techniques be applied to maintain the efficiency of an organisation.
Today’s era of business world adapts to everything new but these modern concepts are an indirect tribute to the theories produced by Taylor, Fayol, Mayo and Weber. Taylor’s Scientific management theory is one such example which has become such an important aspects of modern management that it feels unbelievable that his concepts were a part of the history. It is falsely assumed that as the society progresses, the older theories tend to lose their importance. The thing to be noted here is that these theories are based on basic human needs which do not change with time; the thing that changes is the method to fulfil those needs. Investigating earlier management theories is important because these theories are less complex and provide immediate solution to the problems. These theories basically help us to go to the root of the problem and understand its complexity. The better understanding we have about the problem, the easier it is to accomplish the objectives of the company. The concept of scientific management is based on the idea that work could be studied to increase efficiency, and specialization. Economist Adam Smith changed the way the world looked at the economy and organization. In his essay, “Of the Division of Labour,” Smith emphasizes the importance of specialization, and how division of labor leads to specialization. He states that this would allow a worker to be more productive and efficient (Shafritz, Ott, & Jang, 2011, p. 41-45). Frederick Taylor introduced the principles of scientific management, which stated that management is a science, workers should be scientifically selected and trained scientifically, and both management and workers should work together.
