Learning Disabilities and Career Development
The lifelong process of career development poses special challenges for people with learning disabilities (LD). Although the career development of individuals with disabilities is not widely discussed in the literature, key pieces of legislation enacted or reauthorized in the 1990s—Individuals with Disabilities Education Act (IDEA), Americans with Disabilities Act (ADA), and the Rehabilitation Act (now Title IV of the Workforce Investment Act)—have helped increase the numbers of individuals with LD in postsecondary education and the awareness of their needs in the workplace (Hitchings and Retish 2000). This Brief reviews research on the career development needs of persons with LD and describes practices to assist them with the process of gaining and maintaining employment.
Employment Issues
Learning disabilities are generally defined as significant difficulties in the acquisition and use of listening, speaking, reading, writing, reasoning, or mathematical abilities (Michaels 1997; Ohler, Levinson, and Barker 1996). There are a number of types as well as major individual differences in severity, impact, and age of onset (Cummings, Maddux, and Casey 2000; Hitchings and Retish 2000). “There is no single story to tell about outcomes of students with disabilities” (Blackorby and Wagner 1997, p. 58). Many people with LD have succeeded in the workplace, often as entrepreneurs, and recent legislation is intended to ease the process of disclosing a disability and obtaining on-the-job accommodations (Brown and Gerber 1994). The university-statehouse-industrial complex has grown such that the traditional models of primary and secondary education have survived two or three decades beyond their practical use. With a public school system that segregates and discriminates based on, “college material or not?” (Brolin & Loyd, 1989) and a university system that places only one in five graduates in work in their field of major (cite), our educational system has passed its prime and is still training and educating for 20th century job markets that no longer exist. The way that we educate and what we educate for and why needs rethinking from the top down and needs to be more practical and pragmatic. Career and technical education (CTE) consisting of specialized, targeted, and focused vocational programs at all levels do more than just prepare a student for a real job – these programs have practical education and socialization value that conventional classrooms centered around a teacher’s monologue for many do not. Nowhere is the added value of such targeted programs more useful and valuable than in special classes, courses, and CTE training aimed at students with disabilities.

As societal pressures for higher education increase, more emphasis has been placed on the importance of a minimum of a bachelor's degree from an accredited college or university. This has led to the increased enrollment of students with learning disabilities over the past decade. According to a recent survey from the National Clearinghouse on Postsecondary Education for Individuals with Disabilities, one in eleven full-time first-year students entering college in 1998 self-reported a disability. This translates to approximately 154,520 college students, or about 9% of the total number of first-year freshmen, who reported a wide range of disabilities, ranging from attention deficit disorder to writing disabilities (Horn).

I believe the Americans With Disabilities Act is the most important precedent set in the struggle against all discrimination for persons with disability. In this paper I will give a brief description of the statutes set by the Americans With Disabilities Act, pertaining to disabilities in the workplace. I will then discuss what employers are required to do according to the A.D.A. and some of the regulations they must abide by. The next section of this paper will discuss the actual training of employees with disabilities with a highlight on training programs for workers with mobility and motion disabilities. The following section of this paper will discuss the economic effects of a vocational rehabilitation program. Finally this paper will conclude with a brief discussion of what the measures set by the Americans With Disabilities Act means to the actual workers and people it benefits.

Students with learning disabilities can learn; each student has his or her own strengths and weaknesses. Educators must continue to focus on the strengths of each student and building on them, creating a stronger student and person. The impact of having a learning disability are lifelong. A student with a learning disability may always need extra help to get through certain aspects of life after they graduate high school. If the student is going to college accommodations and specific learning strategies will need to be used to help them through their courses. Their personal lives may also be affected due to a learning disability. “For example, Johnson and Blalock found that, of the 93 adults studied in an LD clinic sample, 36% continued to receive counseling or psychotherapy for low self-esteem, social isolation, anxiety, depression, and frustration.” (1987) The difficulties associated with learning disabilities can affect them daily and their past experiences with it can follow them into adulthood and bring up unhappy memories of struggling with learning disabilities as a child.

The right to have access to education is a concern for people with disabilities. They were treated poorly and often desegregated from society. The response to the concerns of parents and educators over the exclusion of children with disabilities created the Individuals with Disabilities Education Act. The public law “guaranteed a free, appropriate public education to each child with a disability in every state and locality across the country”. In the 1970's children with disabilities entered schools and over the years, the number of students in special education has grown dramatically, from 4.3 million students in 1990 to 6.9 million students in 2003 (The Council of Chief State School Officers , 2007).
There are numerous careers related to special needs, all of which require different schooling, training, mentorships, and other types of preparation. Any type of job working with children with mental and physical disabilities can be challenging but also very rewarding when one sees the child improve (Tyrer, 2007). Different types of careers affect special needs children in different ways. For example a teacher will help them thrive in school, while other careers may help the kids improve at home or in a public setting. Special needs workers should be creative, flexible, and personable to be able to meet the needs of the child and also provide useful information for the child’s parents. It is important for one to at least complete minimal required training so one will be fully prepared to work with a child with any type of delay. Often children in schools do not improve at a higher rate because their teacher may not have the necessary training to assist them (Marković, 2014). No matter what special needs career someone chooses, everyone should have one common goal: to help special needs children thrive.
