Isolationism by definition is a form of a policy for remaining neutral from other political affairs of other nations. United States’ foreign policy (1865-1914) was the national policy for dealing with both political and economic relations with other countries. On George Washington’s farewell speech he explain the importance of maintain this national policy and why the United States should avoid alliances. From 1919-1941 the US advocated its isolationism. In the book, America’s Great War: World War I and the American Experience, Robert H. Zieger discusses the events between 1914 through 1920 forever defined the United States in the Twentieth Century. When conflict broke out in Europe in 1914, the President, Woodrow Wilson, along with the American people wished to remain neutral. In the beginning of the Twentieth Century United States politics was still based on the “isolationism” ideals of the previous century. The United States did not wish to be involved in European politics or world matters. The U.S. goal was to expand trade and commerce throughout the world and protect the borders of North America.
At the turn of the century, and after gaining our independence, the United States land mass more than doubled through the use of purchasing, annexing, and war. However, the foreign policy of our government took a predominately isolationist stand. This was a national policy of abstaining from political or economic relations with other countries. General Washington shaped these values by upholding and encouraging the use of these principles by warning to avoid alliances in his farewell speech. The reasoning behind these actions was that the Republic was a new nation. We did not have the resources or the means to worry about other countries and foreign affairs; our immediate efforts were internal. Our goals that were of primary importance were setting up a democratic government and jump-starting a nation. The United States foreign policy up to and directly preceding the Civil War was mainly Isolationist. After the war, the government helped bring together a nation torn apart by war, helped improved our industrialization, and helped further populate our continent. We were isolationist in foreign affairs, while expanding domestically into the west and into the north through the purchase of Alaska. When World War I broke out in Europe, Woodrow Wilson announced that the United States would stay out of European affairs and remain neutral. Wilson was aware that the United States had no interest in the matters that did not directly affect the interests of American citizens. He hoped that the United States would remain neutral and continue to trade with warring nations. The American view of neutrality meant we were entitled to safely and freely trade with either side at war as long as it was out in the open seas. The United States hoped to stay out of the way because war was viewed as wasteful, irrational, and immoral.
Roosevelt paved the United States’ path from isolation to power. When World War II broke out in Europe, the country was largely isolationist. “Isolationist rhetoric reflected real public sentiment, as Roosevelt knew” (Renka, The Modern Presidency…). Roosevelt, however, seemed a step ahead of the nation. He stood firmly against Hitler and strove to align the United States with Western democracies and to strengthen the military (Greenstein 20). In 1938, Roosevelt’s foreign policy speeches began to reveal an obvious swing away from isolationism (Renka, Roosevelt’s Expansion of the Presidency). When Churchill reported in 1940 that the United Kingdom could no longer afford to pay for American weapons, Roosevelt used this opportunity to increase the United States’ influence in European affairs and lean his country slightly away from isolationism. Knowing Congress would oppose a loan to the United Kingdom, he created an entirely new program he called “lend-lease” (Greenstein 20).
The 19th century set the stage for different policies that lead to the extending of America’s power, which is defined as imperialism. Imperialism started for different reasons like the Americans wanting the U.S. to expand or explore the unknown land, or even some feared existing resources in U.S. might eventually dry up. The reason imperialism started doesn’t really matter, but more of what it caused. Imperialism lead to Cuban assistance, the addition of Hawaii and Alaska to America, and Yellow Journalism.
One main focus of Washington’s farewell address was to alert the citizens of the U.S. that America should not get involved in foreign relations, especially with the flare between the French and the British. He wanted America to stay neutral in foreign matters and not hold long term alliances with other nations. He stated “Europe has a set of primary interests, which to us have none, or a very remote relation.” He included how it is unwise for America to implicate itself with artificial ties. Washington believed that if America did conduct with foreign nations then they would influence people as well as government to act as they wanted. In other words, Washington encouraged Americans to take advantage as a new union and avoid as much political affairs with others.
The aspects that nativism focuses on the change throughout time. Nativism is the extreme opposition of a minority based on the majority’s perception of the minority being foreign and endangering their way of life. (Hingham, 2002) Nativism is based on the fears that the majority population has. If we were able to look into the future it is reasonable to believe that issues that Americans hold dearest and seek to protect would be much more different than the ones that we care about currently. It is important then to keep in mind these fears are often focused on minority groups that very rarely have anything to do with the issue and more importantly a way to protect themselves. Never interfere with Europe was the cry of the founding fathers. Our very first president, George Washington warned us not to get involved with foreign powers. The spirit at the time of our nation’s birth was isolationism. The infant United States of America could not afford to get it’s hand caught in the cookie jar of world affairs. As children grow they get stronger, and the growth of the United States was no different. By the end of the Civil War the United States had muscles to flex. At the time the world was enthralled in the Age of Imperialism, in which a nation’s power was derived from it’s overseas holdings. The United States, who had just proved that it could beat itself up, was not going to be excluded from imperialistic contest the world arena provided. So, the United States was ushered into the Era of Imperialism.
The period following the September 11, 2001 attacks is often accepted as the beginning of the current era. Politics, society and countries saw a stark and rapid change following the attacks. Security at the expense of privacy is regarded as the defining characteristic that often differentiates policies and habits before and after 9/11. Despite the international system being anarchical, it is not in a state of total chaos due to a number of significant factors such as those above. It is obvious that the current international system is highly influenced by many significant factors and some are more prominent than others. With the continued existence of international anarchy it is up to the States and the International Organisations to continue to make the decisions that are in their own best interest and to maintain order and an ever-improving way of life.
