Incompetent Job Performance In Public Service
Historically public employees have been viewed by the general public as being overpaid, inefficient, ineffective and unresponsive to the needs of the public. The news media’s constant reporting of scandals, financial misappropriations and unethical behavior in the public service further substantiate the growing lack of confidence the public has in the competence of public service organizations. In 1989 the National Commission on the Public Service, the Volcker Commission, reported that the need for competence and trustworthiness in public service was steadily growing not diminishing. (Nigro, 9) The goal of the Volcker Commission was to identify the necessary changes to personnel policies and practices that would counteract the increasing public lack of confidence in the ability of public service organizations to satisfy public demands. Many local governments that experienced the budget cuts, fiscal restraints and organizational turmoil of the 1990’s have determined that to enhance their competence, gain public trust and to avoid future financial difficulties, it is imperative that the staff of public service organizations become more professional, better trained and responsive to public needs. Managers in public service organizations have a vitally important role in the effort to create competence and gain public trust.

There are several types of genetic tests that can give us a broad amount of information about ourselves, our parents and/or children (What is testing?). Personally, I see advantages and disadvantages to it. Anyone is able to find the probability of them having a disorder or disease and start dealing with before it gets to a lethal stage. For women, it is reassuring to know whether a disorder that they possess can be passed on to their children or not. They can also know whether their child is healthy or not before it is even born. It also impacts on how scientists deal with diseases since they are given a different output of the disease at its early stages and allows them to study it until a cure is found. But what happens when your private information goes public? People will be treated differently because of a high risk of having a cancer in the future. In your CV, your past experiences and your qualities will be accompanied by your genetics test results that inform the company whether you will be a risk to them in the future. A new kind of discrimination will be created in our society. A second major disadvantage to genetic testing is people using it for “superficial” purposes like changing children’s eye colors and other biological characteristics that should not be changes. Above the disadvantages are the benefits which are why I am all for the genetic testing for health-related purposes.
I spent my volunteer experience with Dr. Geis’ special needs classroom at County Elementary School; and throughout my participation, the most defining observation was that of the teachers and staff members. Naturally, some employees are better than others at fulfilling tasks. However, as time passed, I noticed that certain employees had difficulty starting each day fresh, free of the pressure and tension that may have accumulated from the previous day. I only volunteered a couple of times a week so my ability to wipe the slate clean was easier. Nevertheless, I can understand how taxing and repetitive the process can be for the full length of a school year. According to the National Commission on Teaching about, “one-third of all new teachers leave after three years, and 46 percent are gone within five years” (Kopkowski). The relatively high attrition rate of teachers is known as teacher burnout. Teacher burnout can be attributed to both physical and emotional factors which may include, “classroom disruptions, inadequate salaries, oversized classes, overbearing parents, excessive paperwork, cutbacks in supplies or materials, threats, harassment, assaults, violence, or problems with co-workers or with administrators” (Campbell). The National Commission on Teaching estimates costs up to, “$7 billion a year, as districts and states recruit, hire, and try to retain new teachers” (Kopkowski). Teacher burnout is financially and socially affecting schools, communities, and society. The purpose of this paper is to identify factors that may lead to teacher burnout, acknowledge the effects of the issue, and provide solutions to better manage the stress of teaching.
Genetic screening can be used to refer to any activity that locates or advises people about genetically connected diseases. The first large-scale genetic screening project began in the 1960's with the Guthrie test which tests infants for PKU (phenylketonuria) (Munson, 1996). Currently with the advances being made by the Human Genome project we are achieving a much more detailed understanding of the relationship between specific genes and diseases. Approximately nine hundred gene or gene markers have been linked to diseases (Munson, 1996). With all of the new information about our genes, the ability to develop tests to screen for these genes is becoming possible for a much larger number of diseases. Some of the current DNA tests available diagnose Adult polycystic kidney disease, Alpha-1-Antitrypsin deficiency, familial adenomatous polyposis, hemophilia, Huntington's disease, myotonic dystrophy, and familial breast cancer susceptibility (Munson, 1996). The term “genetic testing” covers an array of techniques and can be defined as the analysis of human DNA, RNA, genes and/or chromosomes or the analysis of human proteins or certain metabolites, with the primary purpose of detecting a heritable genotype, mutation, phenotype or karyotype . Genetic tests are used as a health tool to detect gene variants associated with specific disease or condition, as well as for non-clinical uses such as paternity testing and forensics. In clinical testing, genetic tests can be performed to determine the genetic cause of a disease, confirm a suspected diagnosis, predict future illness, detect when an individual might pass a genetic mutation to his or her children, and predict response to therapy. They are also performed to screen new born, foetuses or embryos used in in-vitro fertilisation for genetic defects.
Improvements to prenatal genetic testing occurs everyday, allowing for cheaper and less invasive tests that allow parents to understand if their child will have any deadly diseases. I have compiled six resources in which I summarize, assess, analyze, and reflect to support and defend my argument about the pros and cons of prenatal genetic testing.
