I'm an advisor in the international council of education presenting some important points that could help to improve the education In Chile, informing this to the current president of this country, Michelle Bachelet, with the intention of talking about concrete proposals to increase the quality of the education.
The recovery of democracy in Chile brought with it the implementation of public policies that would help revert the situation practiced in the period of the dictatorship where it existed an important reduction in the financial plan for the educational sector, which generated a decline and deterioration in this field; impacts were visible since the nineties until today.
At the beginning of the government of the President Patricio Aylwin, the educational system was critical, and the quality of education was really poor. Therefore they implemented the programs to improve the situation of schools mainly in the basic levels.
Due to the slow progress of the educational system after a lot of years, students and academics mobilized to express their inconformity with the market model imposed and the factors that keep stopping the development in education after the military dictatorship left it behind. As a result we can see one of the most expensive higher educations in the world, one of the most segregated in terms of socio- economic and the most dependent of being financed by the families of students, which have led to a situation of indebtedness for the middle class and popular sectors.

Money which is given to the grant of these establishments could be used for better pay for teachers , increased student materials , better infrastructure and many more things that could be of benefit of these children who deserve equal opportunities in its studies because it is mandatory and has to be fair for everyone .
Also the main idea is to ensure the quality of the education , and for that , the policy recommendation is to create a public agency intended to set standards and evaluation mechanisms to identify and support local deficit or if it’s necessary to punish it.
As the article suggested there is an increase in the requirement of a higher education to maintain a well-paid job although, there is an “avalanche of over-qualification” (177) in the workforce. The author indirectly indicates his audience, as being academics of all ages in the university system. The author evokes emotional stimulation from his audience as he stated, “[t]here’s still a reason to get an education! It’s just not anything to do with education” (177). Further indicating a debate regarding the stance of the education system being a business rather than pleasure organization. Through playful language, the author is able to maintain the audience's interest and persuade them into solely seeing the education system as a system with bearing resemblance to the democratic system. Relying on all three rhetorical appeals, the author truly utilizes his language to convey a distinct tone and voice from his argument. Appealing to his audience, the author uses this article to inform them of a false consciousness many academics seem to have, as it is the tendency to believe and define oneself in support of the very system which oppresses them. According to our system, it is very unlikely to have teachers like Tapia. When we read the conclusion part of the article written by: Meroni’s, Vera and Costas, when they say: “As it turns out, not just education itself but also the skills acquired through education and taught to students drive socio-economic performance.”(pg. 14) we understand that this wheel gap, we face the embarrassing reality that our performance in real life is inefficient, as it is in reading, the example of "sapo", when the author said: ‘“Because Mr. Blessington told me I was going to end up in jail, so why waste my time doing homework?”’(Quinonez 171) all these internal and external influence received, led him to surrender and not only that, it is understood that our economic performance also depends on it. Education is a topic that can be explored in many ways. Education is looked at in depth by both Richard Rodriguez in his essay, “The Achievement of Desire”, and by Paulo Freire in his essay, “The ‘Banking’ Concept of Education.” After reading both essays, one can make some assumptions about different methods of education and exactly by which method Rodriguez was taught. The types of relationships Rodriguez had with his teachers, family and in life were affected by specific styles of education.
However, there were some reforms on other aspects, which I will talk about in the following paragraphs. Due to all students starting at the same level, the reformers believe that “highly effective” teachers can cause students’ scores to go up. Although the government gives parents more choices to accept the way of education, the students can just go to school in poor communities where the environment is bad. Many people believe that “having an economy that places a greater value on skills and education is a good thing” and that is the thing that is needed to improve people’s lives and futures (Baicker, Lazear). If what our economy is trying to do a good thing they why are so many students still suffering? The main issues are the low-income education that many students have. Many schools are getting money from the government but that is not enough to pay for everything students need. Educational standards have continued to increase throughout the years but that does not help the students who are unable to pay for the better education. These students who cannot pay for the better education are stuck barely getting by with a low education. A low-education can affect many areas of regular schooling. The students who are at low-income schools do not know what type of disadvantage they have compared to other students across the country. These students believe that they are getting the best education, but there are many students who are getting a better education at a school that has the funds to pay for everything their students need. Low-income students are suffering due to the environment they are in at school and they continue to suffer throughout their life due to it. These students will continue to suffer unless something is done about the low-income schools and improve them for the future. School funding has always been a debatable topic. Although school funding needs to be increased, there is no proof of academic achievement (Hanushek). Academic researchers have sought to answer the questions of whether education expenditures are correlated with student performance(Hanushek). In 1973, Augusto Pinochet, Commander in Chief of the Chilean army, became the dictator of Chile, South America. With Pinochet’s 17-year military rule, came a number of constitutional and economic reforms allegedly implemented in order to stabilize the economy of Chile; this was done through the privatization of state controlled agencies, including the education system. Over the years, the quality of education in Chile dramatically decreased due to an overall increase in the number of private universities, as well as, lack of investment and insufficient funding; Chile’s per student spending allowance is only $2,694 compared to the average of $7,525. The owners of Chile’s for profit universities set fees arbitrarily and rarely reinvest the profits back into the institutions; the misappropriation of school funding has had detrimental effects on the education system due to inaccessibility and the lack of a competent and capable teaching staff employed. A majority of Chilean citizens cannot afford to attend private universities and only 40% of Chilean students qualify for a free education. Often students must choose between being inundated for decades by inflated student loans, or forgo an education altogether and go directly into the labor force. Students who risk massive financial debt to attend privatized universities and training schools often graduate without the skills necessary to be successful in the job market. Although, a new government was installed in 1993, the Pinochet era constitution and economic policies are still in place. This system disproportionately favors the wealthy and exacerbates economic inequalities between Chileans. (Slater, 2012)
Education is the vital issue of our lives. And we try to get or provide our children with the most qualified and most suitable education for us. There is not of course just one type of school or education. There are public schools and private schools in today’s world. To decide which one we will choose and we have to know the differences and similarities about the public and private schools as well. We can compare the two types of K-12 schools in the light of some criteria such as things which are graduation rates, cost, teachers, safety and taught.
