Because no one is there to allow such marginalized people to interfere in the matters of the regions particularly the disputed regions owned by different tribes, who rule on those lands on the rules composed by their ancestors. The country is disturbed by many kind of problems, militarily, politically, economically etc. These problems sum up and hinder the development.
