This policy is politically acceptable by the democratic and republicans’ politicians. Democratic legislatures and administrates will favor this policy because it is based on community and social responsibility, but republicans will approve this policy due it is stands in individual rights and justice, thus rather party will believe that they can support this policy as it will enhance their political outrace. Furthermore, this policy is legal because it specifies communities and federal’s individual actions and standards related to the organization, development of proposal, maintenance of, and adherence to any federal rules or guidelines. On the other hand, this policy satisfies relevant interest groups through it effective evaluation methods, …show more content…
Also, hospitalization, medical treatment, incarceration, police intervention, and emergency shelter expenses can add up quickly, making homelessness surprisingly expensive for municipalities and taxpayers. People who are homeless spend more time in jail or prison, which is tremendously costly to the state and locality, which all validates why creating a federal budget to end homelessness and assist states’ prevention methods is more feasible. Surprisingly, this policy accounts to all pervious requirement and it is workable and efficient. Since each state will receive a block grant accordingly to the needs of their homeless population, and will independently evaluate their progress, and implement the required strategies, if a systemic error was to occur it be feasible to handle within states than nationally. States’ annually budget request will account for technological, agencies and resources fees needed to carry out this comprehensive approach. With regards to efficient, this approach provides prevention method and ending policy at the lowest cost possible without cheapness. The only avenue of this policy in which I feel might generate other problems is the study that states will have to independently conduct in order to request their annual budget: Should the policy proposal guidelines to enhance each study’s possibility of projecting an accurate budget? Or, should states freely conduct this survey and what would it
The scholarly authority of the authors make this journal an interesting read on this topic. The authors are able to present the issues with an ease and understanding that every undergraduate student or layman will easily grasp. Considering that this is a legal topic with many laws reviews to the authors did a good job. By bringing in the legal framework of more than 2000 laws and enactments that have been established by the state and federal governments of the US, the authors make it
...ge stay longer than non-homeless people, so hospitals would get crowded and care would get more expensive, making affordable healthcare prices rise. In order to fix this issue of homelessness, the federal government and state government should allocate resources differently. Since a large number of homeless people have addiction and metal health issues, there should be more money being distributed into rehabilitation programs. The most efficient way to end homelessness is so make housing more affordable. One way to do that is to either, increase the hourly wage to match the current housing prices, or, allocate more resources toward housing subsidies for people. Then when people have homes, society should work with people to get them out of poverty by giving resources to people to get their GED’s, networking opportunities for jobs and creating inclusive communities.
The United States will continue to be a developed country if the numbers of people holding cardboard on the street do not decrease. 1 out of 7 people in U.S suffer from hunger and are forced to sleep in parks, under bridges, in shelters or cars (Hunger and Homelessness 1).Every year, the homeless population grows in United States. People become homeless because of many reasons. Because they are homeless, they have been struggling in every way that human possible can have. In order to get back on their feet, they need help in every way. The homeless population is increasing drastically in society. People who are more fortunate than others should put social status aside and take an action to help homeless people to get back on their feet.
The fundamental of policymaking consists of a lengthy time process that goes through many steps in becoming a Bill. The process of policymaking is introduced in the beginning step of the Policy Formulation Phase, as the problem goes through a Legislation it goes into the Policy Implementation Phase, which than forms into a law or vetoed. Many policies do not become a Bill’s, but the certain ones that do they achieve the goal to guide the society with immense decision making and balanced outcomes.
Homelessness in the United States has been an important subject that the government needs to turn its attention to. There has been announced in the news that the number of the homeless people in many major cities in the United States has been increasing enormously. According to United States Interagency Council on Homelessness reported that there was an estimation of 83,170 individuals have experienced chronic homelessness on the streets of the United States’ streets and shelters on only a single night of January 2015, which is a small decrease of only 1% from the previous year (People Experiencing Chronic Homelessness, n.d.). The United States must consider this subject that most of the people underestimate it and not pay attention
One of the first times the federal government stepped in to help deal with homelessness was during the Great Depression, and did just this when they instituted the Federal Transient Service, which funded work training programs, shelters, health centers, housing, and work camps from 1933 to 1936 (Street News Service, 2010). This program was shut down in 1936 when the Roosevelt administration decided to fund Social Security (Street News Service, 2010). Later, as the National Coalition for the Homeless reports, the McKinney-Vento Homeless Assistance Act is one of the only major federal legislation in response to homelessness, and it’s been amended four times since its original introduction (National Coalitio...
We know the population that we are dealing with and how to serve with them. In most cases, the issue that we notice is the underfunding of the programs that better support this population. Our efforts to deal with the issue are not, in accord with the research findings. I say that because the number of homeless individuals that we have in the state are not consistent with the amount of homeless people that are being served. Typically, people affected by homelessness are the extremely poor and in some cases people who recently experienced major life changes such as divorce, job transitions, and the elderly who can no longer work. However, children are also, in most cases, impacted by homelessness. Usually, this is due to their care being the responsibility of an adult who happens to be
According to Shelter, a leading housing charity in United Kingdom, the number of young homeless people in temporary accommodation will hit eight-year high this Christmas, the highest since 2007. (The Guardian, Hillary Osbourne 2016) Homelessness remains a big problem in Britain despite the union of Government departments to prevent anyone spending a second night without abode, funding and initiatives such as the new law recommended by Conservative Bob Blackman MP to make it mandatory for councils to support people threatened with homelessness much earlier. The term ‘homeless’ is often used to refer to people who are sleeping rough, however Daly (1996) expresses the view that a ‘liberal’ definition would be: ‘People are considered homeless
...is to understand the factors that lead people into homelessness, that keep them homeless, and how they can recover from homelessness. Advocates for the homeless have proposed policies range from taking preventative measures, such as making housing and health care affordable, to policies that deal with individuals that are already homeless, such as rapid rehousing and redefining what it means to be homeless. Although many of the experts disagree on how the homeless epidemic should be handled, many acknowledge that the federal government plays an inexpendable role in helping the homeless. Homelessness is, obviously, a complex issue, but like all difficult issues it must be undertaken. It has become clear that homelessness is not something that will eradicate itself given time, homelessness will continue to grow and evolve unless an outside force stops it in its tracks.
As per the State Housing Authority, the issue and trend of homelessness has changed particularly throughout the most recent three decades. Public homelessness first turned into an issue in the 1970's and now it is normal to see individuals congregating before sanctuaries and thinking about park seats. Soup kitchens are generally stuffed to limit. Safe houses have multiplied their ability since 1993 and they dismiss individuals consistently because of absence of cots (Kenyon 1991). During 1987, Congress passed the Stewart B. Mckinney Homeless Ass...
In Canada and many other countries, homelessness is an issue that is prevalent and not taken seriously by many citizens and governments. Although unfortunate, many people today ignore or don’t recognize the true hardships homeless people go through, resulting in a lack of effort to resolve this issue of homelessness. As part of the Catholic Church’s teachings, the Catholic Social Teachings (CST) educate society on how to live a life in the grace of God, tending to those who are vulnerable and working towards the common good. Since these are the main themes of CST, homelessness, an issue that relates to the most vulnerable in a society, if solved, would initiate further action
I think donations, community agencies and government agencies should fund the above programs. When homeless mothers and the mentally ill persons show signs that they will become homeless the above plans should come into effect. The funding should come from donates, community agencies and governmental services with the help of negotiating advocates to regulate these services.
In order to analyse the consequences of the two proposals the current law will be summarized so that an analysis of each can be advanced. The essay will then examine other available options. The essay will conclude that neither of the proposals is appropriate in that the theoretical consequences outweigh the practical benefits, moreover, provisions already exist that if strengthened would provide more effective solutions.
Homeless individuals make up a large amount of the United States population. According to the National Alliance to End Homelessness (2015), in January 2016 564,708 people were homeless on a given night in the United States. This number continues to elevate each night due to the many factors that contribute to individuals becoming homeless, such as affordable housing, drug and alcohol addiction, and extreme poverty. The National Alliance to End Homeless is the leading national voice of the issues on homelessness. The Alliance uses data and research to identify the factors contributing and appropriate solutions in order to end homelessness. (NAEH, 2015). As policies that have been enacted such as the McKinney-Vento Act, addressing homelessness
This great nation of awesome power and abundant resources is losing the battle against homelessness. The casualties can be seen on the street corners of every city in American holding an ?I will work for food? sign. Homeless shelters and rescue missions are at full capacity. There is no room at the inn for the nation?s indigent. Anyone who has studied this issue understands that homelessness is a complex problem. Communities continue to struggle with this socio-economic problem while attempting to understand its causes and implement solutions. The public and private sectors of this country are making a difference in the lives of the homeless by addressing the issues of housing, poverty and education.
