3.2 What is Quality Management System?
There is no specific meaning of quality, because it means different things to different people and "its content varies according to the situational and substance factors" (Vuori, 1982, p. 42), and different definitions are suitable under different situation. The quality can be Defined as “the best equation achievable between inputs and outputs” (Gleeson, 2001, p 193). A quality management system is "a system for effectively and efficiently managing the processes that deliver products (goods and services) to customers" (Ryall and Kruithof, 2001). According to the definition of the organization of International Standards Organization (ISO, 9001:2000), Quality management system means "Everything that is demanded and agreed upon must meet the approval of the worker and the producer resulting in a higher quality production at a reasonable cost". The manner concept of quality management system depends on the understandable composition, at which the organization looks to; for instance, processes like hospital care, medical interventions.

...990). Damanhouri, (2002) says it is an important dimension, because the degree of difficulty for patients in obtaining the services can lead to an increase in disease and mortality rates, which can be avoided
• Prevention: Prevention considers the continuous maintenance of the hospital, as quality is achieved from prevention and not just from inspection. That means get it right first time (Al Nummani, 1996). The TQM emphasis is on "investment to understand the process and sources of process variation". It depends on identifying the errors, problems in clinical and non-clinical process in hospitals before they happen, aiming to avert them. This is because some clinical errors have critical reflections on humanity, society and economical aspects. However the possibility of the occurrence of problems is a fact, so TQM also emphasis problem solving (Jablonski, 1991).

Having read a number of health in developing countries I chose the health care system in Ethiopia. The Ethiopian health care system was completely foreign to me before. And I felt the challenge to explore an entirely new health care system. The Ethiopian health care I found getting to know how unequal the world's people are in respect of health care. Our health care system problems affect the insignificant if compared to the development of health problems. Developing countries, population growth poses challenges for health care. As well people living in rural areas and health care services and nurses' low level. (The Earth Institute at Columbia University 2013.)
Project Management Institute’s Project Management Body of Knowledge breaks the practice of Quality Management into three process groups:
Jordan’s health care system was formed in two distinct phases. During the period 1921-1946, the country experienced the introduction of its first public hospital, health law, and national health department. The second phase started in the late 1940s, when the first ministry of health was established, followed by a physicians union, central laboratory for medical tests, the country’s first nursing school, and the introduction of other health related educational programs. In 1963, the first health insurance scheme was initiated for members of the armed forces, followed by the first public health insurance scheme for civilians in 1965.
To achieve the goal of health care safety by providing quality services throughout their leadership role. Quality management provides a specific framework to consider the successful implementation of the risk management and improve the programs where participation is needed to share experiences. The governing body demonstrates that commitment of all stakeholders to sufficient management resources for effective mitigation. Quality of system increases patient satisfaction and will help people and employees to achieve the target goals. When an organization plans to increase needs and considers the improvement of quality, it will perceive the needs of patients.
Moreover it also adds in the event of wanting to reduce the care costs of patients. This is because the care facility is able to understand what exactly the patients refer to as quality services and how much they are willing to pay for that service. Therefore each group of participant in the decision making provides a better direction for a quality officer. As the care facility continues to improve the quality of health services it also ensures that costs of services are affordable and effective to all
One of the great challenges was facing health care development is the lack of standardization of instructions and regulations across the country, also the various stages of health care development in each emirate (Deloitte & Touche, 2011). These challenges formed a huge obstacle in front the development of the health care system. Dubai Healthcare City (DHCC), Dubai Health Authority (DHA), Authority of Abu Dhabi (HADD), and The Ministry of Health are examples of the various regulatory bodies that regulate and supervise the UAE healthcare provision in both public and private sectors (Deloitte & Touche, 2011).
Definition of quality: In traditional management, quality is the adherence to internal specifications and standards. The absence of defects, therefore, defines quality. Inspection of people’s work by others is necessary to control defects. Innovation is not required. In TQ, quality is defined in a positive sense as products and services that go beyond the present needs and expectations of customers. Innovation is required.
In healthcare system the highest quality medical care means the greatest benefit to patients at the lowest possible cost The Agency for Healthcare Research and Quality (AHRQ) defines quality health care “as doing the right thing for the right patient, at the right time, in the right way to achieve the best possible results.” (NCQA, n.d.). According to American college of physicians, the single most reason for the health care cost is the high healthcare spending. There are several factors involved in the high health care cost such as inappropriate use of advanced technology, lack of patient involvement in decision making, overuse of payment system, excessive price for healthcare services, high administrative cost, and medical liability are some

Quality is a word which has been used for a very long time, lots of books have been written about it, and many of the world scientists have defined it in many different ways. In this research paper, I will emphasis on the Quality Management System, why is it important? What is it used for? What is the importance of having a Quality Management System? Many people think implementing QMS costs a lot and all the benefit is a piece of a paper which say that your company is certified in having QMS so you can only hang this picture or certificate on the wall and tell your smart customer that you have it. In fact, no blames on them, they have not used this system yet, they do not know that this system save a lot and a lot of money for companies. They do not know that this system create a dynamic motion within the companies so everyone know what he/she is doing, everybody understands his/her role, and everyone can feel being an important part of the process then everybody can work towards a clear and unified target. However, having a lot of benefits requires a reasonable cost and in the same time it worth. There are several organization which are concerned and involved in this issue, those organizations have produced a unified standards and those standards have its requirements. The International Standardization Organization which located in Switzerland which have a contribution of 157 countries have produced a standard which is concerned about the QMS.
