The role of the federal government regarding Medicare and Medicaid has expanded since the 1970’s in many ways. Since 1972, the eligibility for Medicare was extended to individuals. With end-stage renal disease which is also known as ESRD. Also eligibility was extended to individuals under age 65 with long-term disabilities and to individuals. In addition, to conduct demonstration programs Medicare was given additional authority. Eligibility for the newly enacted federal supplemental security income SSI program was linked to Medicaid eligibility for elderly, blind and disabled residents of a state. Some of the health care services have become challenging, such as delivery of high quality, affordable. All of that is due to the complexities of health care services and systems, investigating and interpreting the use, costs, quality, accessibility, delivery, organization, financing, and outcomes of health care services is key to informing government officials, insurers, providers, consumer and others making decision about health related issues.
