d. Literature Review
According to Lehrer, U., & Wieditz, T. (2009), Toronto saw a massive population growth in a period of thirty years due to the extensive construction of high-rise condominium towers which led to the city being divided into three distinct cities: “city of the rich, the shrinking city of middle-income households, and the growing city of concentrated poverty.” According to the article the division is caused by the development of condominiums as the new form of gentrification which displaces the poor people and focuses to attract the higher-income people to the area.
The article explains that gentrification of City of Toronto is “a socio-spatial process that is highly unsustainable and socially unjust.” The author explains that the condominium boom is the result of the municipal and provincial policies incorporated to waterfront Toronto, which transforms the existing urban fabric of the city. The article argues that City of Toronto needs to look into its planning policies in order to prevent spatial segregation in Toronto. However does not explain what planning instruments are needed to help diversify the socio-economic composition of Toronto’s inner city. The article also suggests that for a more socially progressive city, anti-gentrification policies should be incorporated and adopted into Toronto’s official plan policies but does not explains what can be included as anti-gentrification policy.
Lehrer, U. and Laidley, J. (2008) analyze how the expensive urban projects close to waterfront Toronto are used as an expression and indication of urban renewal. The article explains that diversity of forms and uses are employed in these new mega-projects which initiates urban inequality compared to the old mega project...

Proponents of gentrification profess that this increase in municipal revenue from sales and property taxes allows for the funding of city improvements, in the form of job opportunities, improved schools and parks, retail markets and increased sense of security and safety ((Davidson (2009), Ellen & O’Reagan (2007), Formoso et. al (2010)). Due to the increase in housing and private rental prices and the general decrease of the affordable housing stock in gentrifying areas, financially-precarious communities such as the elderly, female-headed households, and blue-collar workers can no longer afford to live in newly developed spaces ((Schill & Nathan (1983), Atkinson, (2000)).
