The municipal restructuring in Ontario from 1996 to 1999, whether voluntary or involuntary, was the most comprehensive process of municipal reforms since the Baldwin Act of 1849 (Frisken 30). After the election of Harris’ Conservative government in 1995, municipal reform took on a life of its own as it was followed with substantial activity between 1996 and 1999 (Sancton 135-56). This research paper looks to categorize, describe and evaluate the substantial activity that took place between the province and its municipal subordinates. While other papers have argued whether the change of the fiscal relationship was to benefit the province or if the structure of local government had simply become outdated, the issues of why the reforms occurred is not the focus of this research. However, what this paper will evaluate is whether the substantial activity made any long-term changes in the system by outlining the numerous reforms and examining their impact. This paper will begin by assessing the financial reform, which was the starting point for more extensive changes, followed by functional, structural and legislative reforms during 1996 to 1999.
If we are going to be honest, the roadways for the state have NEVER been free. We have paid both state and federal gas tax for decades, now, and we also pay various taxes and licensing fees on our cars and our right to drive which go directly to the highway department in order to maintain the roads. Unfortunately, as we will soon see, the monies raised in this way cannot keep up with the state transportation departments needs, for a variety of reasons.
On March 28, 1979, at 4:00 A.M. Eastern time, the worst accident in commercial nuclear power history happened. It was a nice day in Dauphin county, Pennsylvania, and then it all happened. This accident was rated a 5 on a scale that only goes to 7. The scale is called International Nuclear Event Scale. It all started inside the secondary-system where the pilot-operated relief valve was stuck open releasing large amounts of nuclear reactor coolant. This horrific accident caused many scientists to worry about nuclear energy, as well as concerning scientists that it could be a danger to the world, so this caused many safety concerns among activists and the general public which resulted in in new regulations for the nuclear industry, and has been cited as a contributor to the decline of a new reactor construction program that was already underway in the 1970s. Even though this sounds like it should have caused many people to develop cancerous cells, epidemiological studies analyzing the rate of cancer in and around the area since the accident, determined there was a small statistically non-significant increase in the rate and thus no causal connection linking the accident with these cancers has been substantiated. After

There has been a significant surge in murder and violent crimes in San Antonio this year. “According to a recent study, the violent crime rate is projected to grow by 52.5 percent by December, the highest spike among 21 of the nation’s largest cities” (Eaton). So what is the reason for this massive increase in San Antonio crime? The San Antonio police chief, William McManus stated that “there is no one reason why violent crime and murder are rising so fast — both locally and nationwide” (Eaton). His answer coincides with my hypothesis and research outcomes as well. My research shows that San Antonio’s crime rate increase can be attributed to a myriad of social, economic, and governmental factors. These include, but are not limited to, population
If that's the case, consider any number of the new homes for sale in Gilbert. Originally little more than a railroad siding for the line between Phoenix and Florence, Gilbert has become one of the fastest growing communities in Arizona. In spite of this rapid growth, however, Gilbert has been repeatedly acclaimed for being one of the safest communities, being named Arizona's safest municipality and one of the best places to live in the country. Gilbert is also renown for it's educational system and boasts an impressive high school graduation rate over 90% with more than 30% of it's residents holding a bachelor's degree or higher. Gilbert continues to attract newcomers who are interested in continuing this culture and contribute to this type of community with it's school systems, luxury homes, and safe, quiet neighborhoods; a perfect place to settle with the family or to start
The city’s budget crisis was not a surprise, the City Manager had forecasted the shortfall and brought it to the attention of the city council. Based on the organizational structure, the City Manager clearly had more knowledge and information about the city’s budget, which was his source of power. However, the city council actually controls the resources (money in this case) and how and where to distribute the resource. Both, the City Manager and city council possess authority and power that neither want to relinquish; as a result, the employees suffered. Smithville city leaders needed to come together at the onset of the budget crisis and work together in a direct democratic fashion. When leaders come together and synthesize facts and resources, organizational members can increase the power they exert within an organization (Morgan, 2006). The budget crisis could potentially have been avoided had city leaders made an appeal to the public, explained the situation and offered a reasonable solution to the problem. Moreover, the transparency would have relieved some tension between the City Manager, city council, and the three labor unions. Because the city was not transparent and forthcoming with union leaders, the city negotiators enter the negotiation process giving members false hope of receiving salary and benefit increases when there were none to give. In summary, given the current situation, the City Manager needed to exert his expert power on the budget issue, join alliance with the union leaders, and push the city council to change city charter to implement the sales tax, which would have potentially off-set the budget

I support the federal government decision about turning Providence Canyon into a national park. It's already one of the" Seven Wonders of Georgia." Now, if they turn it into a national park it would be know all over the nations and there would be more people who would want to come and see Georgia's "little grand canyon" and have people come from all over the world to come and have a good time.
Arizona is made up of fifteen counties with similar governments required to follow the basic design specified in the state constitution. This presents challenges because of the various sizes and make up of each county. The counties of Arizona follow the oldest pattern of government dividing power between an elected leader and many individually elected officials. The leader of county government is the board of supervisors. They vary in size depending on the size of the county. The rest of the officials include a sheriff, county attorney, recorder, treasurer, assessor, superior court clerk, and a superintendent of schools (McClory, 2001). The traditional form of government has been blamed for many of Arizona’s counties troubles....

To obtain a profitable target, Golden Village would need to make sure the profits are measurable. There are several factors that have placed Golden Village in the financial predicament. The current issues with CCRC are the location, the cost, and the reimbursement trends. Relocating could possibly increase the revenue for the CCRC, but a move would create a financial burden for Golden Village. The CCRC can look into renovating and improving the current CCRC to meet the needs of current and future residents. This will draw more residents to the facility and increase the margin for the CCRC. In comparison to the assisted living and independent housing units, Golden Village can match their prices with competitors in the market. Pricing can have
