The federal government has a budget. This is called the Federal budget, and is made up of five important steps.It goes through a period called “fiscal year”. It begins October 1 and it ends September 30 of the next year.The budget can become very complex, just because of how many parties are are involved, and how big the budget is.This period can begin in any 12 months chosen for keeping accounts. This all starts when the President enters or “transmits a budget message. This message goes to congress, who is then to make the decision if they want to continue the process. THe message informs the congress how much the Present is willing to spend on individual federal programs.The present is not allowed to just send this message at any time. It must be sent before the first Monday of February.Next, the main members of the congress agree on a “budget resolution”. The budget has two different kinds of spending. This will only start whenever the committees of the White House write appropriations bill. Which will then give the official approval for the government to spend money. All of the bills must be approved by both houses, if not, then it will not pass. If both houses agree on the bill then it will be sent directly to the president. The resident then has the choice to sign the bill, or veto it. If the bill is to be vetoed by the president then it will be sent back to congress. Who can then rewrite the bill, or veto it. If the congress does not pass the budget in time then it results in a “continuing resolution”. There will be no change in any bills if this happens, and all spending for the upcoming year will remain the same as the year

Federalism is a system where a particular country has divided its government structure and power between a strong central government and a local government that forms constituent political units. Therefore the federal system forms an association between the two governments. The system came to existence as part of the solution to the problems that faced the federal government especially when it came to exercise of authority. The constitution only allowed for continental congress to sign treaties and call on war but in reality it had now enough resources to carry out the activities.
Federal spending is necessary for the economy and is essential to the accomplishment of national goals and advancement. This is why a budget is needed, however, there is no actual process mentioned in the Constitution that explains how Congress should do this. The Constitution states:

The preamble of the United State’s constitution sets many goals for the country. These goals are to form a more perfect union, to establish justice, insure domestic tranquility, provide for the common defense , promote the general welfare, and to secure the blessings of liberty for ourselves, and our posterity (US Const). With all of these goals it begs the question are, parts of the United State’s government meeting these goals? One specific case with this relationship is the relationship between the federal budget, and the goals in the preamble. In May of 1787, in the city of Philadelphia, the delegates from all of the thirteen states held a meeting in order to make a better union. The end result was the Constitution of the United States. Democracy has been the root of a limited government, the system of which government powers are distributed so that one group of leaders do not have too much influence. The limited government has been structured to keep peace amongst all parties that are involved in the government. And under the U.S. Constitution, citizens are given ultimate power by their right to choose their representatives through the democratic process of voting. Each levels of the government are limited as they have their own responsibilities. The divided powers between the state governments and the national governments are powers that are limited to a certain level so they do not depend on each other for power. The United States of America has a federal government in which the central government shares influence with the numerous smaller state governments. The idea was for a “more perfect union.”
The budget is a method in which to reign-in discretionary spending, and will likely show variances between what costs have been anticipated and what costs are actually incurred. The Budget Process Budgetary planning may differ between organizations. Single-period budgets and rolling budgets have methodologies that provide advantages and disadvantages that may make one budget time frame better than another. A single period may require less time in planning during a fiscal year, but is less accurate than a rolling budget that is continuously planned on a repetitive basis. In either case, budgets are planned in advance in order for a company to operate profitably, and less so to have "actual results equal budgeted results."
The Federal Budget Deficit is the amount of money that the government loses each year by spending more than they get back in taxes. The Federal Debt is the accumilation of the federal deficit over the years. Presidents Warren G. Harding and Calvin Coolidge are the onky presidents to ever reduce the federal debt. Today the federal debt is about $21.16 trillion dollars.
Discretionary spending specifies to the section of the budget that is decided by Congress through the annual process every year (Federal Spending). Congress sets each level of spending (Federal Spending).

Each year the government passes a budget by a certain deadline to continue existing. The deadline for this year was midnight on September 30, 2013. The budget goes in place beginning on October 1 and ending on September 30 of the next year. This year some Republicans (Tea Partiers) in Congress refused to pass a budget unless Obamacare is delayed. The government shutdown lasted sixteen days, reopening on October 17, 2013 shortly after midnight. Several media outlets have covered the shutdown but it was covered in many different ways particularly due to the types of media: broadcast, print, and internet.
How well has federalism worked in the United States? This is all a matter of opinion. Federalism has indeed been an active structure for government that fits in quite well with the changing American society. This particular system of government has been around for over two hundred years, and under all those years the separation of power under American federalism has changed numerous amounts of times in both law and practice. The United States Constitution does allow changes and amendments in the Constitution have assigned miscellaneous roles to the central and state governments than what originally intended. The suitable equilibrium between national and state powers is repeatedly an issue in American Politics.
