Mission of the public health is to promote physical and mental health of the population. It also includes: preventing diseases, injury and disability. Government has a special core function that helps to identify if mission is being accomplished. Core functions include Assessment, Policy development, and Assurance. Assurance is the role of the public health that makes sure that all have access to essential community oriented health services. This aspect also ensures that services are provided to all people from all socioeconomic levels. Also part of this function is providing those health services with a workplace. Development and quality of the services provided were recently made part of this function as well (Stanhope & Lancaster, 2011).
Each function contains the list of essential public health services. One of the essential public health services under Assurance core function is - to evaluate effectiveness, accessibility and quality of personal and population-based health services. In order to accomplish this service public health nurses need to : collect all needed data and information about community intervention; research what part of population is not provided services for or is not receiving enough services; complete data analysis on community health status; observe the effectiveness of care provided by assessing outcomes with the community help; chose and define those services that effectively manage the health status of population and risk groups.

Public health nurses need to identify the unserved population. In this study that population is uninsured people with hypertension who couldn’t receive care for their health problems . Those faith-based clinics are example of public health services that serve the unserved and underserved. Nurses in those clinics like in other public health clinics constantly monitor the effectiveness of the program and determine what works best to manage the health status of the population.

Resource utilization is important in nursing care delivery. ANA standards of nursing providing some stratergeis regarding resource utilization. According to Allender, Rector, and Warner (2014), public health is a combination of both an art and a science (2014). The mission of public health nursing is to promote health, prevent disease and ultimately prolong life (Allender et al., 2014). In order for this to occur an assessment must take place. An aggregate or community assessment begins with a collection of data. This includes: the community’s health needs, risks, environmental conditions, financial resources through local census data, and a windshield survey (Allender et al., 2014). Through public health nursing, communities can collectively come together to help promote an overall better health standing.
A community can be defined as a group of people, who live, learn, work and play in an environment at a given time. (Yiu, 2012, p.213) There are many factors that may influence the community’s development and health status. These can include resources available, accessibility, transportation, safety, community needs etc… These influences may combine together to form community strengths and as well as community challenges or weaknesses. As a community health care nurse, it is significant for us to assess and identify these strengths and challenges within the community in order for us to intervene and provide the appropriate needed health care services for the community members. This individual scholarly paper will explore and focus on one challenge issue identified from our group community assessment.
Nurses around the world collaborate with various providers and partners to address multiple challenges in the community. With emphasize on health promotion and disease prevention, nurses have an important role in delivering nursing services in the community and in the home. Challenges that impact the overall health of the community can arise from unequal access to health care or lack of insurance causing individuals do not receive healthcare. However, all nurses can help improve health outcomes and help to prevent and manage diseases. With the help of community health nurses, public health nurses, and home health nurses, the ability to provide safe and effective care for all sectors of health is possible.
Improving health is in the best interest of everyone, including non health professionals. Health mangers need to be constantly looking for ways to improve access to health, the quality of the care, and cost containment.
Having solid objectives provide the basis for a strong foundation and a framework for achieving health equality, aligning social health with overall health, providing access to healthcare, and reinforcing public health and public knowledge.

“A public health nurse is a nurse who works to promote and protect the health of an entire population” (Allender, Rector, & Warner, 2010, p. 839) the public health nurse I chose to interview was Barbara, she currently works for the Health department and has been there for three years. During the interview Barbara discussed the requirements for a public health nurse. The individual must have the ability to exercise independent judgment, planning and able to administer safe effective public nursing care. In addition be able to work effectively with individuals and families to assist them in the satisfactory solution of health problems, by recognizing and respecting of different cultural, ethnic and difference on health care practices. The nurse is also required to know disease prevention such as, different techniques on teaching, counseling, interviewing and resources available. Barbara stated that the most important part of being a public health nurse is being able to care. Barbara acknowledged that there are numerous individuals that she assists everyday that just want someone to exhibit that they care and understand. The education a public health nurse should obtain is a bachelor’s degree in nursing, which Barbara posses. “Public health nurses working with specific populations or in administration position should hold a master’s degree” ( Allender et al., 2010, p.839). Barbara discussed that before becoming a public health nurse she worked at St. Francis Hospital as med-surge nurse for five years, after that it was imperative that she change working environment. Barbara confirmed that working as a nurse in the hospital was extremely diverse then working as public health nurse. “Comparing public health nurse and general nurse, public health nursing is population based, focuses on the greater good, health promotion and disease prevention, and utilizes community resources. The general nursing is individual based, focuses on individual good, restoration of health and function, and manage resources at hand” (Minnesota Department of Health, 2007). In the beginning Barbara thought that public health nursing would be a difficult job to gain knowledge of however, she established that it was exceptionally effortless and gratifying career to posses. Barbara stated that she did not realize how much assistance was out there for the public until; she worked as public health nurse. Barbara spends 95% of her day going from place to place by doing home visits, investigating different cases, assisting with screening programs and enormous amount of paper work.
Historically, the nursing profession has been actively involved in the health promotion and disease prevention among the general public. However, while caring for others, nurses often neglect their personal safety, which ultimately results in the high level of work-related injuries. Failure to timely address risk factors for nursing can have dire consequences for patient outcomes, since it is often associated with increased medication errors and patient falls, poor quality of care, and permanent disability of the nursing staff (Stokowski, 2014).
I have always been intrigued by the field of science and that is the reason I pursued the field of Biochemistry for my undergraduate studies. How The Human body works and the different determinants that can affect one's health or a community as a whole have always been captivating to me. I wanted to emerge in a profession that is beneficial for me, my community, and the world I live in. I came to realize through various science courses and health care experiences that a career in health care was the best path for me to outreach my community and the world.

Assessment is a tool that helps monitors different health and environmental statutes to create, deploy, and identify solutions. It also used a diagnostic tool to investigate health-related problems and different health hazards. Policy development is an act of informing and educating those developed ideas and topics that help the communities and different organizations in their health care efforts. Lastly, assurance utilizes different laws and regulations to help in the aid of protecting the public or environment at risk. There are numerous public health problems that can be addressed in my Southside of Chicago community. Among the several public health problems facing my Southside of Chicago community there are two that are more urgent. Health education or one might say lack thereof is a problem that needs to be addressed. My community is plagued with many of the residents suffering from high blood pressure, diabetes, and the killer virus known as HIV. In most cases these conditions can be prevented with healthier lifestyles and access to nutritious organic foods. In addition, environmental health is another urgent problem my community is facing. Access to clean, safe water and air is supposed to be a fundamental human right aimed at a healthy environment. Yet, my community consists a waste contaminated beach, numerous deteriorated building that are still occupied, and a countless number of restaurant and stores supplying our residents with services that are endangering their health.
