High-quality correctional education, including remedial, secondary, postsecondary and trade school correctional education has been shown to reduce re-incarceration rates. Reducing inmate recidivism, via correctional education can ultimately create safer communities. The program consists of three-months of character development followed by six-months in a business plan competition. PEP is wildly successful both regarding reduced recidivism (7 percent compared to those who complete the program) and high rate of producing entrepreneurs.Inmates that participate in some education program while in prison have a 43 percent lower chance of returning to prison than their counterparts, and inmates who complete PEP average only 21 days from prison to paycheck after release. This paper will argue that post-secondary education is the most effective method of rehabilitation in American prisons. Education is not only cost-effective; it also has proven long-lasting effects on recidivism, employment, and personal growth. The majority of offenders in the American prison system are non-violent perpetrators, many of whom lack the resources for post-secondary education. By providing easily accessible education, offenders will have greater job prospects upon release and an improved sense of morality in connection to social values. Such a system must be slowly integrated into both federal and state prisons nation-wide. Implementation will be assisted by the use of electronic surveillance to monitor inmates, providing them a safer environment and access to the internet for research. In addition to this, online university programs will be used by the inmates to enable studying at recognized institutions. Grants, government-funded loans and public sponsorship are all necessary to provide the monetary funds needed to offer low-income offenders the opportunity to improve their quality of life through education. Access to post-secondary education is essential to improve the lives of non-violent offenders in the American justice system.
It is to no surprise that America has a large amount of its people incarcerated for a variety of reasons. One must ask themselves how we can help these individuals get back on track. The answer is America’s most powerful weapon known to man; an education. This is an annotated bibliography for research on the effects of education in the prison system and if these effects are worth taxpayer’s money.
Even though there have been many ex-cons that have left the prison system many times when they are released they are merely better-educated and skilled criminals, it does not matter how much money you have, your race, color, background, religion, sex everyone is affected because we are all a part of this problem. If you vote, if you pay taxes, if you are afraid to walk alone at night, you are already involved. More than half of all US prisoners that are serving time for non-violent offenses, and most nonviolent offenders do in fact learn a lesson while in prison: how to be violent.
When people think of reform movements, they often look for one key sign, and ask one key question of whether that the reform was a success. Did the reform create a lasting change in the way people view the institution that was reformed? All the great reformation movements, from Horace Mann and his education reforms, to Martin Luther, and the Protestant Reformation, to the civil rights movement, all created lasting change in the minds of the average person. One other reform, often overlooked historically is the Prison Reform movement. As the world shifted from 18th to 19th century ways of life, many key aspects of life underwent tremendous change. As the United States gained their independence from Britain and began to shape their own identity, the reforms and revolutions that occurred in this infantile stage of its history played an immeasurable impact on the future of the entire country, with the most notable and impact reform being the reformation of prisons from the 1820s until 1860.
The number of Americans that are in prison has elevated to levels that have never been seen before. Prisons in the US have always been crowded ever since the first prison was invented (Jacobs and Angelos 101). The first prison in the US was the Walnut Street Jail that was built in Philadelphia in 1773, and later closed in the 1830’s due to overcrowding and dirty conditions (Jacobs and Angelos 101). Today, half of state prisoners are serving time for nonviolent crimes. Over half of federal prisoners are serving time for drug crimes. Mass incarceration seems to be extremely expensive and a waste of money. It is believed to be a massive failure. Increased punishments and jailing have been declining in effectiveness for more than thirty years. Violent crime rates fell by more than fifty percent between 1991 and 2013, while property crime declined by forty-six percent, according to FBI statistics. Yet between 1990 and 2009, the prison population in the U.S. more than doubled, jumping from 771,243 to over 1.6 million (Nadia Prupis, 2015). While jailing may have at first had a positive result on the crime rate, it has reached a point of being less and less worth all the effort. Income growth and an aging population each had a greater effect on the decline in national crime rates than jailing. Many correctional education programs focus on prisoner’s way of thinking and ability to make decisions. One of the many reasons criminals keep returning to prison is because they are often times released after many years of being incarcerated and have no assistance while returning to society. Correctional education programs are designed to eliminate such way of thinking so prison re-entry rate will drop. Programs such as Preparing Inmates for Re-Entry through Assistance, Training, and Employment Skills (PIRATES) are developed to reduce offenders’ negative career thoughts and teach essential skills in order to return back to society (Musgrove, Derzis, Shippen, & Brigman, 2012). Additionally, such programs are not only beneficial to offender’s mental health, but can also essentially reduce recidivism rate, lower cost associated with offender’s re-entry, support former incarcerated individuals while returning to society, educate inmates so they can get employed after being released, and potentially reduce crime.

This paper explores the benefits provided by educational programs in jails and prisons. Included are the reasons inmates need education in order to successfully reenter society once they are released and use the knowledge and skills they have learned to obtain a job in order to support themselves and their families.
