The rational/market community and the political community differ in that the market community is made up of individuals who are only looking out for their own self-interest when it benefits their family, friends or themselves. Individuals try to acquire goods and services for the least possible price while trying to sell their own goods for as much as the market will allow. Competition and productivity are the driving forces for individuals in the market and are key components in the overall economic success of society. In the market, there are defined goals that are based on what best serves the self-interest of the individual in the marketplace.
In contrast, the political community is a group of individuals concerned with the collective needs of the community and its well-being. The goals of the community must be achieved by consensus. In the political community there is a deep concern for public interest and the collective will of the people. They are made up of members whose membership is predetermined by a set of guidelines. These guidelines determine roles of the members and what they can and cannot do. There could be a number of determining factors such as citizenship, political party affiliations and religious affiliations. Within this community, economic, political and social rights are defined.
Public interest in the political community involves putting your own self-interests aside for the common good of the community, unless individual interests are held in common with a majority of the community. The theory of the rationality model is a concept where rational decision making is done by choosing alternatives for achieving one’s goals. In the rational model it is very important for politicians to explicitly have their goals in mind. These goals are used as a guideline for evaluating alternative proposals for policies. The model determines whether the proposals are worthy of implementing by analyzing likely outcomes. The model is more for analysis and for constructing a list of alternatives by using a technique called issue framing. Politics is defined as “the way people decide who gets what, when, where, how, and why—without resorting to violence” (McDonough 20). The author asserts that politics is the alternative pathway for a society to make decisions besides choosing violent means to go about doing so. Instead of using force, politicians use words and the method of persuasion in order to get what they want. When a society has a group of people who feel they are not fairly represented by their elected officials, they will often turn to violence in order to implement changes to the political process that will put in place the rules and regulations they are seeking.
From all the three distinct characterized political subcultures the moralistic political subculture, individual political subculture and traditionalistic political subculture I believe that Houston is both individualistic and traditionalisticpolitical subculture. The changes of our political system can be due to multiple reasons including fear of establishing a tyrant state, such as Great Britain in the 17th and 18th century, the failure of the Articles of Confederation, the economic state of the Nation and several key historical persona with great ideologies that have molded not only politics but our Nation as a whole.
In his book The Community of Those Who Have Nothing in Common, Alphonso Lingis (1994) discusses community and proposes an untraditional view of community, the “other community”. Traditionally community is known as a social structure in which individuals have something in common. This usually refers to a shared location, shared identity or common values or beliefs. In this traditional view or “rational community” these commonalities are crucial in uniting individuals.
Charles Lindblom in the Science of Muddling Though identified two methodology in formulating policy - the Rational Comprehensive (Root) and Successive Limited Comparisons (Branch). There are numerous differences between the root and branch decision-making methods for policymaking; root (rational) decision-making starts from basic issues on every occasion and builds from the ground up, whereas branch (successive limited comparison) begins with the current situation and changes incrementally. The linear or rational model presents policy-making as a problem solving process which is sensible, objective and analytical. In the model, decisions are made in an orderly manner starting with the identification of a problem or issue then ending with a set of activities to solve or deal with it. The current issues that have been created by the market have trapped our political system in a never-ending cycle that has no solution but remains salient. There is constant argument as to the right way to handle the market, the appropriate regulatory measures, and what steps should be taken to protect those that fail to be competitive in the market. As the ideological spectrum splits on the issue and refuses to come to a meaningful compromise, it gets trapped in the policy cycle and in turn traps the cycle. Other issues fail to be handled as officials drag the market into every issue area and forum as a tool to direct and control the discussion. Charles Lindblom sees this as an issue that any society that allows the market to control government will face from the outset of his work.

Supply and demand play a key role in all of this, no matter which institution governs what. The demand always comes from the society itself.
