In the short-story, John A. Anderton was the creator of a system called Precrime where an entire police force is dedicated to interpreting these visions shown by the 3 precogs and catching the future criminals before they commit these foreseen crimes. John Anderton is a an old, balding, and out of shape police officer who has a healthy relationship with his married wife with no children for many years and has a strong pride in his work.

He did not create Pre-Crime. is chief of Washington DC Precrime, a department of the police that uses Precogs to prevent homicides before they happen. Anderton’s pride in Pre Crime came from a previous experience he had with the kidnapping of his only child and he takes drugs to suppress his depression.

The precogs are named Mike, Donna, and Jerry. Humans who were born with the ability to see into the future but became deformed and mentally impaired.The Precogs can see all types of crime, who each independently predict a person's culpability and that, due to the vagaries of predicting futures, are not always in total agreement. There frequently exists a slightly different version of events termed a "minority report", although typically this still points to a person's guilt with only a few details altered. They are named Agatha, Dashiell and Arthur. They are the children of drug addicts, leading to them having visions and that they work as a "hive mind" that requires the female Precog Agatha to function.
