This chapter will focus on the issue that arise from the effects of limited community resources on client progress in their case plans as assessed by Social Workers in Child Welfare Services by utilizing the Critical Theory Paradigm. Critical theory allows for researches and participants to advocate for clients and social workers accessibility to resources. Community Development Theory is the most practical framework for social workers seeking change for clients and the community which they have professional encounters (Allison Tan, 2009). Community Development Theory is designed to service the of community structures to address social needs and empower individuals within its community (Mendes, 2008.) It places an emphases on the importance of the oppressed people in the development of overcoming social problems (Allison Tan, 2009). The approach of Community Development are designated as distributive, participative, and human development. It is used as a framework for collective problem solving, self-help, and empowerment (Schiele, 2005). According to Payne (2005), other theories have utilized community development as “a process of assimilating oppressed, resource-poor communities into the… model of success”. Studies have proven that these community-based interventions, which the attention is based on the strengths of community and the individuals, are more effective in highlighting the needs than individual intervention (Mendes, 2008).
