This chapter will focus on the issue that arise from the effects of limited community resources on client progress in their case plans as assessed by Social Workers in Child Welfare Services by utilizing the Critical Theory Paradigm. Critical theory allows for researches and participants to advocate for clients and social workers accessibility to resources. Community Development Theory is the most practical framework for social workers seeking change for clients and the community which they have professional encounters (Allison Tan, 2009). Community Development Theory is designed to service the of community structures to address social needs and empower individuals within its community (Mendes, 2008.) It places an emphases on the importance of the oppressed people in the development of overcoming social problems (Allison Tan, 2009). The approach of Community Development are designated as distributive, participative, and human development. It is used as a framework for collective problem solving, self-help, and empowerment (Schiele, 2005). According to Payne (2005), other theories have utilized community development as “a process of assimilating oppressed, resource-poor communities into the… model of success”. Studies have proven that these community-based interventions, which the attention is based on the strengths of community and the individuals, are more effective in highlighting the needs than individual intervention (Mendes, 2008). Ideas of community, social progress, and culture are an ever-evolving social work issue. How do we as social workers choose to approach needs of groups and communities at the macro level? In order to grasp an understanding of true helping systems it is important for one to have a range of knowledge to justly participate within the formal helping structures an models that comprise of the social work field. In attempt to create our identity as active justice based social workers it is essential for one to conceptualize the framework of intersectionality. According to Kirsten-Ashmen, “Intersectionality involves the idea that people are complex and can belong to multiple, overlapping diverse groups “The intersectional perspective acknowledge the breath of the human experience, instead of conceptualizing social relationships and identities separately in terms of either race or class or gender or age or sexual orientation”; rather an intersectional approach focuses on the “interactional affects” of belonging to multiple groups (p. 48).” In order to remain committed to intersectionality I will apply theories and models to a progressing community in the city of Boston. A critical analysis of the strengths and weakness within each theory related to the specific community will be discussed. I will expose the intersecting layers, allowing for identity development through the lens of the macro social worker. I will begin by discussing my experience through the research process with my team members. Identify ways that practicing social workers could assist rural populations in achieving their desired outcomes The social worker could as assist the rural population by introducing a community building concept. According to Smock (2004) community building focuses on strengthening the social and economic fabric of communities by connecting them to outside resources, the goal is to build the internal capacity of communities by focusing on their assets/strengths and engaging a broad range of community stakeholders to develop high-quality and technically sound comprehensive plans. Many of us might find ourselves reading books or watching movies about a story where the main characters go through changes throughout the movie. The characters are faced with tough challenges, but at the end of the story, they are reborn. In other words, by the end of the movie or book, the hero is transformed. As Linda Seager explains in her essay “Creating the Myth,” everyone lives a life of journey and adventure, where they go through change and challenges that ultimately help them fulfill their purpose to become their true selves. The hero's journey or the hero's myth is the most common trope used in film.
The Professional Gift Model is when service users are appreciative of the support they are given, rather than feeling empowered or righteous. It focuses on the assessment of those who are eligible and how it is given to those who are in need. The gift model is easy to access for those who are eligible, without any extra work for themselves. This model can be taken advantage of and can be overused at times. It can have a negative impact in regards to the eligibility process and how the funding works.
The community assessment is a great tool to use to better understand the issues of a community. A social worker can develop a method of researching a community using a variety of sources, and identifying the community’s assets, or things that can be used to improve the community. The research is used to appraise the current status of a community and develop a plan to make improvements. The areas research can include the economy, health, housing, education, social systems, and the overall attractiveness of a community. Once completed the assessment will help to develop an intervention plan that can be presented to the community leaders to study and implement if found to be feasible.
This is why social workers must also be critical thinkers. Critical thinking applied to the social work profession involves “the ability to define an issue, stressor, or problem; to distinguish, appraise, and integrate multiple sources of knowledge to formulate a tentative practice direction” (Gitterman & Knight, 2013). Theories, as well as research, “about phases of individual, family and group development; about ethical, racial, religious, spiritual, and sexual identity development; and about individual, family, and group development” provide social workers with a basic starting point for a more complex and situational-based intervention plan that will later be developed. In this essay I will outline and discuss some of these issues and the interventions, projects or programmes designed and used to tackle and combat them. The three models of intervention or, ‘Community Development’, I will discuss in this essay, "Social Planning", "Community Development", and "Social/Community Action", all have the same aim regardless of how it is accomplished and this is to improve and maintain the conditions which affect the lives of the community.

Case work is not only the basic practice in professional Social Work but rather, a common practice followed by all. The traditional definition defines case work as “a method of helping individuals through a one-on-on relationship’’. Every individual trained or untrained indulges in case work. The difference is made by theoretical understanding and professional ethics, practices involved in professional case work.
