Either the purpose of electronic cigarette is to help smokers or guide non-smokers to quit smoking cigarettes, this issue has been the primary debate for almost five years. Many people consider e-cigarettes very helpful for smokers, while other people believe that e-cigarettes are directing non-smokers to smoke conventional cigarettes. As of today, many teenagers all over the United States of America have tried e-cigarettes because they think e-cigarettes are not harmful. The fact whether e-cigarettes are harmful or not is a question that people ask several times, but there is no evidence to show that they are harm. In spite of the fact that an answer to this issue is essential, many people's concerns are not e-cigarettes themselves but their impact on non-smokers. Given this concern, many searches and surveys have shown that e-cigarettes have a bad impact on non-smokers, but they are helpful for smokers who try to quit smoking. Although e-cigarettes help smokers to stop smoking, they do not have a positive effect on non-smokers especially teens, so more restrictions have to apply on e-cigarettes.

Based on Dr. Ji-Yeun and his team study, most of the youths who smoke e-cigarettes, have the intention of smoking conventional cigarettes. Their search also "found no significant association between e-cigarette use and intention to quit smoking among current youth smokers” (Ji-Yeun). Dr. Ji-Yeun and his team's research, shows that e-cigarettes have no positive effect on teens, and controlling teens' access to e-cigarettes is imperative, and there have to be more restrictions on e-cigarettes as teens are becoming their number one
