The course, Effective Written Communications for Public Service Personnel, offered through Rio Hondo college relates to the study of the Administration of Justice in many ways. It is meant to be a preparation course, emphasizing the importance of quality writing for the purpose of police reporting and communication to the various public agencies involved with any type of criminal behavior. Police reporting is one of the most significant elements of overall criminal justice (Gammage, p 22, 2008) and impacts the police chief, the individual officers, the victims, the accused criminal, the lawyers, the judges, the jurors, and the clerical staff.

First they should be clear with a simple and direct statement of objective so that the reader has no question of the purpose of the report. Reports should also be brief, as the usage of too many words or unnecessary verbiage distracts from the overall message. Police reports should be complete, including statements from all witnesses and clear descriptions, as if painting a picture of what the officer and eye witnesses have seen. Another element of a good report is accuracy. During trials, police reports are often picked apart by both defense and prosecuting lawyers. The facts, with no additions or subtractions must be accurately written in the reports. (Gammage, p15, 2008). Fairness and objectivity are crucial as a bias will easily be detected and the report may be seen as inadmissible. A good report must be written with good English grammar in order to enhance the believability of the qualifications of the writer of the report. One last element of a quality report is the timeliness of completion. The report needs to be written and completed shortly from the time the facts have been gathered in order to preserve the accuracy and have it ready to be utilized by the key players in the process of administering
