In Australia, the testing of employees on a mandatory basis for alcohol and illicit drugs in the workplace is becoming more acceptable. However, in those industries where it does occur; such as correctional services, mining and transportation, there are corresponding obligations relating to the employees privacy and safety. It is now commonplace for companies to obtain a drug and alcohol policy; and like any company policy, the Drug and Alcohol Policy should be reviewed as new cases are brought before the Employment Courts, bringing them with new decisions and requirements relating to drug and alcohol testing in the workplace.
Employers should undertake a critical assessment of the risks associated with drug and alcohol use in their workplaces.
Drug Testing has progressively become very popular in today's low wage jobs. Jobs like Wal-Mart, Sav-on, Block Buster and many burger establishments; where the starting salary is seven dollars and twenty cents an hour requires its applicants to be drug tested before they are hired. Drug testing is based on a blue collar, white collar division.
Have you ever questioned the tax taken out of your hard-earned money? Questions similar to that are where the money is going and if it is being used properly. In the U.S. news recently those questions have been on a great deal of State’s minds; reaching back to 2003, this issue has been brought up time and time again. The main topic of tax money is the use of assistance money and are the recipients really using the money for the right reasons. There are many problems with the assistance program but the one that comes to mind the most is that many people abuse the money given to buy the essentials and provide, for their family for illegal drugs. The solution that many state representatives have come up with is drug testing as a requirement for assistance. This will eliminate the abuse of the assistance program; also it will cut down the cost of assistance which is very expensive as a whole.

“Based on the 2011 final report of the New Zealand Law Commission, and following consultations with the industry, the new approach aims to balance the demand for access to such substances with the risk of likely harm to individuals and society” (EMCDDA 4). It is important that if we were to legalize such substances, we be sure take proper precautions. New Zealand has set the age limit to 18 and the drugs are not to be sold in convenience stores or places selling alcohol. Any drug legalized goes through extensive testing. The environment includes everything around you. Good and bad things are a part of the environment. People and substance abuse is something that is a part of our environment. Therefore, people abuse substances such as drugs, alcohol, and tobacco for different and complex reasons, but it is clear that our society pays a significant cost. Drugs can be injected, snorted, smoked, or ate (Mental Health Center: Substance abuse, 2013). Abusing drugs and alcohol can lead to job loss, family feuds, homelessness, and even death. In big cities you are most likely to see a person who suffers from substance abuse and they are on the street for one of those three reason. Death is not far away if they keep up with this bad habit. This problem not only affects the individual but also the organization they are currently in. Drugs such as, cocaine, crack, marijuana, inhalants, club drugs, heroin, steroids are all examples of illegal drugs any individual could be using while in an organization that require all individuals to work in a drug free environment.
While employment screening in the healthcare sector is decidedly standard, the law does often not require drug and alcohol testing. Substance abuse is one of the leading causes of disciplinary action against a nursing license in the U.S. Random drug screenings are used to detect the use of unapproved or illegal drugs for the purpose of upholding patient safety (National Council of State Boards of Nursing, 2006). The American Nurses Association (ANA) estimates that six to eight percent of nurses use alcohol or drugs to a degree that would impair professional judgment (National Council of State Boards of Nursing, 2011). Approximately one-third of the one percent of actively licensed nurses are disciplined each year for their substance misconduct (Kenward, 2008). Protecting patients from unsafe practices and personnel is the primary responsibility of each supervisory board of nursing. However, the fear of punishment from the board or termination keeps many nurses unwilling to come forward (Maher-Brisen 2007). The purpose of this paper is to discuss the viability of mandating random drug testing for nurses and other health professionals. The objective of this would be to address the rooted issues of substance abuse and decrease the risk of harm to patients under the healthcare provider’s care.
The drugs issue is a major problem in Australia. A simple solution cannot be found to solve this great problem because there are so many decisions, thoughts and sacrifices that need to be made. All sides of the issue must be considered when making such a large decision. To find a solution, several tests, meetings, interviews and research need to be made, to name a few. Extreme care is needed when challenging such major issues, all aspects of the problem need to be considered.

In 1986 the Regan administration recommended a drug-testing program for employers. In 1991 The Omnibus Transportation Employee testing act of 1991 were passed. It required mandatory drug testing in trucking and other industries. Over the past 25 years drug testing in the military has increase. Today, approximately 62% of all employers in the US have mandatory drug testing program. Drug testing in the work force have been a very controversial topic ever since. Drug testing should not be in the workplace since it does not measure on the job impairment, do not prevent accidents and is an invasion of privacy.
It is annually estimated that the economic cost alone is $215 billion dollars that are being contributed to drug trafficking in the United States. According to the White House Office of National Drug Control Policy it is projected that nearly $61 billion dollars are being used towards criminal justice such as criminal investigation, prosecution and incarceration, $11 billion dollars are for the healthcare costs as in drug treatment and drug-related medical consequences, $120 billion dollars are lost in productivity, due to the labor participation costs in drug abuse treatment, incarceration and premature death. Job skills and training can even be investigated by the employer. The employee is to perform services and these services must be done in a certain manner. Someone who is incoherent because of drug abuse cannot be a pilot for example. This is why employers can test to see if characteristics or tendencies would affect performance. An employee may not want to give a urine or blood sample. The employee may not want to include all of their references but this is besides the fact that an employer is entitled to them. More and more employers are starting to feel this way. "A 1996 survey by the American Management Association found 81 percent of major U.S. companies had drug-testing programs at that time compared with 78 percent in 1995 and just 22 percent in 1987." (May 2) The employer has a right to only certain information and the line must also be drawn in the procedure to obtain the information.

With time, they lose friends. Important matter is that alcohol dependents lack feelings of responsibility, so they become less effective at work. Their credibility drops and they are no longer valued workers – they lose their jobs.
Drug testing is essential to the public to prevent substance abuse. Since drug users tend to abuse drugs in any way they can get out of. The benefits of drug testing help society to be safe. Also drug testing can change the community to become more successful. Safety of workplaces often gives drug testing due to preventing violence and safety at workplaces for employees. Drug testing can be a hardship for drug users due to they sometimes need it for medicine, but some other people take advantage of drug usage that makes society unsafe. That’s why drug testing helps eliminate unacceptable substance that happens in the society.
High school students are leaders to younger kids and many others in their community. As a leader these student must show others what good character is like, but instead they are destroying their lives by doing drugs. In the past decade the drug use among high school students is on the rise once again. With the internet, their exposure to drugs is much greater. High school students are convinced that they are able to get away with using drugs. These drug addicts soon influence other students into doing the drugs because there isn’t a rule preventing drug use. In order to protect these student’s future, drug tests must be enforced among all students ensuring a safe environment for students to learn successfully. Allowing random drug testing in high schools will shy away students from trying these harmful drugs. The stop of drug use among high school students is crucial because drugs prevents student from learning leading them to dropping out of high school. Students that become overwhelmed by these harmful drugs will ruin their lives forever, but if steered in the right direction they can be saved.
