Dioxin and The Times Beach Evacuation
The Jingle Bells of 1982 did not bring in a merry Christmas for the residents of Times Beach, Missouri, a small town of some 1400 people. During the annual town Christmas dinner the residents finally received the news that they had hoped would never come. The residents of Times Beach were to be relocated and the town were to be bought out by the federal government. This was the first time such a thing was done since the founding of the nation. The buyout of Times Beach and some 50 other sites in Missouri by the government beginning in 1983 was prompted by the largest civilian exposure to dioxin in the United States.
Dioxin is a member of the family of organic compounds known as aromatics. Dioxin is the shorthand that refers to a family of polychlorinated dibezodioxins or PCDDs. Their general structure is that of two chlorinated benzene rings joined by two oxygens, hence dioxin. Dioxin is not made intentionally but are usually formed as by-products in many large scale chemical processes such as paper pulp bleaching with chlorine and most significantly, the manufacture of chlorophenol chemicals.
This last process is significant not only because it brought dioxin the current notoriety but it also is a chemical process used to make products that were used and are still been used in many applications. These applications include pesticide, herbicide, defoliating agent such as Agent Orange, cleaning agent and electrical insulation. Consequently, human exposure to dioxin is not a recent phenomenon and the dangers of dioxin are not unknown. Only in recent years, especially after the Vietnam War, has the media concentrated on the dangers and impact of dioxin.
The physical effect of exposure to dioxin was first seen in skin diseases developed by chemical plant workers in 1895. The exposure to dioxin results in a type of skin disease like acne called "chloroacne," since its cause was initially and incorrectly linked to chlorine gas. In 1957, in Germany, Dr. Karl Schulz of the University of Hamburg identified chloroacne in several workers from a Boehringer chemical plant. The disease in its mildest form resembles teen-age acne but differs in that the blackheads and cyst cluster in two locations: appearing in a crescent shape outside of and under the eyes and ears. In more pronounced cases, pus-containing spots erupt and spread across the rest of the face, neck, shoulder and down to the rest of the body.

In 1998, the company conducted a voluntary partial cleanup of contaminated soils under The Massachusetts Department of Environmental Protection. The process involved excavation and transportation to an off site of about 8,000 cubic yards of the depleted uranium and copper contaminated soil. The cleanup stopped at the end of 1998 when the company decided that the standards set could not be met without excavating a significant amount of material.

Xeroderma Pigmentosum was discovered by Hebra and Kaposi in 1874. Kaposi coined the term Xeroderma Pigmentosum eight years later, using the name to describe the symptom of dry, pigmented skin. The once lush jungles and forests, especially in South Vietnam, have been decimated. It will take hundreds of years for them to recuperate to their original states. Animal species have seen a decline in numbers. Rivers and aquifers had been contaminated as well, only further damaging the population of Vietnam. Disinfection is applied in water as well as wastewater treatment as a finishing step so as to destroy pathogens but the cause of concern regarding the disinfection process is the formation of disinfection byproducts (DBPs). Natural organic matter (NOM) in water has been considered as the predominant DBP precursors. Disinfectants are powerful oxidants that oxidize the organic matter present in water forming DBPs. Chlorine, ozone, chlorine dioxide, and chloramines are the most common disinfectants used nowadays and each produces its own suite of chemical DBPs in finished drinking water (Richardson, 2003). DBPs so formed pose a threat to human health because of their potential to cause cancer and reproductive/developmental effects. Most developed nations have regulated concentration of DBPs so as to minimize exposure to potentially harmful DBPs while maintaining adequate disinfection and control of targeted
Dr. Michael Gough, a retired biologist was quoted as saying “the conclusion I’ve come to is that there is no evidence whatsoever to support any connection between low-level dioxin exposure and any human disease”. Some say they will not do research because it is another thing “...that will be linked to the health complaints of Vietnam veterans” (Kolata, A16). There is hope still. In 1996, Clinton ordered disability benefits for Vietnam veterans suffering from prostate cancer and nerve disease associated with Agent Orange.
Teratogens are easily classified in three different groups, these being drugs, disease and environmental. These three classifications are very broad. To be slightly more specific some commonly heard of agents classified as teratogens are given as examples. Agents classified as drugs, include prescription, non-prescription and illegal. Some frequently heard of conditions requiring prescription drugs that are known teratogens are diabetes, hypertension, and Anxiety. Other commonly heard of non-prescription and illegal teratogens are cocaine, nicotine, caffeine, and marijuana. Environmental teratogens are agents that are man made or a product of industry. Some well-known teratogens are Lead, mercury, PCB’s, radiation and arsenic. Lastly, we have teratogens due to disease. Some diseases known to cause prenatal complications are HIV, herpes, Rubella, and Syphilis. This information is very common and is all provided within the college text book and from research found by the University Hospital School of Iowa.
During recent years, numerous newspaper and magazine articles have suggested that humans may be at risk because small amounts of well known environmental contaminants, such as dioxin, PCBs and DDT, can affect hormone levels. Hormones are produced by the endocrine system as regulators of biological function in target organs. Because hormones play a critical role in early development, toxicological effects on the endocrine system often have an impact on the reproductive system. The term endocrine disruptor is used to describe chemicals that can mimic hormones and may either enhance or counteract their effects. It has been suggested that these hormone changes can, in turn, lead to a variety of health problems including cancer, decreased fertility, and abnormalities in newborns.

The use of chemical warfare dates back to World War I; although it is believed that Spartan and Greek armies used a type of chemical warfare dated back to 82-72 BC. Chemicals were used in combat during World War I. Some of the chemicals being used were chlorine, phosgene, and mustard gas. The Chemical Warfare in World War I began as the Germans used chlorine gas, and threw it into the trenches where the troops and most of the defensive positions were located. Nearly 33% of casualties during World War I resulted from chemical warfare. Only 25% percent were fatalities. At the end of World War I, the casualties resulting from chemical attacks multiplied to a devastating 1,240,853. A total of 91,198 died from injuries sustained from the chemical attacks (Service, 1953). Doctors had no cure or remedy this early in time.
