Introduction This paper will critically analyze and compare the Alberta Protection of Sexually Exploited Children Act and the Child and Family Community Services Act of British Columbia. The hope is to compare both policies, and analyzing the underlying issues in the policies by examining the social, economic, and political factors of both policies. Also, how both policies impact practice and the target group that the policy applies to. Furthermore, how we as social workers use both policies in an anti-oppressive perspective and lens, and the strengths/weaknesses and recommendations of both policies. The current system has not been good for children. In 1965 there were 3.3 million children on AFDC; by 1992, that had risen to over 9 million children despite the fact that the total number of children in this country has declined. Last year, the Department of Health and Human Services estimated if we do nothing, 12 million will be on AFDC in 10 years. Instead of working up, we find more and more children being trapped in a system and into dependency on welfare. 90 percent of the children on AFDC live without one of their parents. Only a fraction of welfare families are engaged in work. There are always the sad accounts of how, again and again, women would get off of welfare, they would be doing well on their own, but their child-care would fall apart just as they were getting back on their feet. The new bill provides $3.5 billion more than current for that needed child care.
Ideological, social, political, and economic factors of a given period play key roles in developing and maintaining any social welfare policies in which the area of child welfare is not an exception. Throughout the history of child welfare legislation in Canada, Acts have been passed and modified according to the changing concept of childhood and to the varying degree of societal atmosphere of each period.
Harlan once said, “But in the view of the Constitution, in the eye of the law, there is in this country no superior, dominant, ruling class of citizens. There is no caste here. Our Constitution is color-blind and neither knows nor tolerates classes among citizens.” The state of Louisiana passed a law that required separate railway cars for blacks and whites. It was all based around accommodations being “separate but equal”, meaning that public facilities were split up by races but the place had to serve the same purpose. In 1892, Homer Plessy was one eighth African American and he took a seat in a "whites only" car of a Louisiana train. He refused to move to the car only for blacks and was arrested. I believe that this was unconstitutional because of the 13th and 14th Amendments.
The job of a child welfare worker appears to be a demanding profession that promotes the child’s safety, but also strengthens the family organization around them in order to successfully raise the children. This child welfare workers work in the system known as the Child Protective Services whose initiative is to protect the overall welfare of the child. The short novel From the Eye of the Storm: the Experiences of a Child Welfare Worker by Cynthia Crosson-Tower demonstrates the skills necessary to deal with the practice of social work along with both its challenges and its happy moments. The novel consists of some of the cases involving Tower’s actual career in social work. In reading the book, I was able to experience some of the actual cases in which children dealt with physical and mental abuse from their families that caused them to end up within the system. Also, some of these children had issues in adapting to foster and adoptive families based on the issues they faced earlier in life. As we have learned earlier in the course, the violence that a child experiences early in life has an overall affect on the person they become as they grow into adulthood. When children deal with adverse childhood experiences, they are at a higher risk for abusing drugs and/or alcohol, increased likelihood of abusing their own child or spouse, higher rates of violent and nonviolent criminal behavior, along with several other issues throughout their lifespan.

Georgia Cares, the statewide agency for children who are victims of sex trafficking and exploitation, is run by the Executive Director, Heather Stockdale. The overall development and fulfillment of the organization is run by her. She found a passion for youth development, government policy, and child advocacy while working for the office of the Child Advocate. The dedication and work she put into these programs led to her finding a career at the Governor’s Office for Children and Families (GOCF). There, after being named the Director of the Statewide Task Force on Commercial Sexual Exploitation, she served as the Division Administrator of the Youth Development Division and led the State’s Trafficking initiatives. Karen Bridget Murray’s article, “Governing ‘Unwed Mothers’ in Toronto at the Turn of the Twentieth Century”, is a valuable reference into the struggles and triumphs of social welfare for unwed mothers. For me the article highlighted how government ideologies influence social welfare, how important the change from religious reformers practices to social work was and finally how appalling it is that the struggles and barriers these women faced are still relevant to single mothers today.
Some studies have been done to examine the resiliency of victims of CSA. Resiliency can be defined as the ability of a person to adjust to adverse life events or circumstances, or possibly both (Lambie, Seymour, Lee, & Adams, 2002). In terms of CSA, resiliency refers to the ability of a victim to “snap back” into normal life and to successfully cope with the sexual trauma they have been through. When this resiliency is absent, individuals have a hard time adjusting back to normal life and often act out as a result. Research by Lambie et al. shows that female victims of CSA that had a strong social support system self-reported successful lifestyles, stable jobs, and happy lives (Lambie et al., 2002, p. 33). These females also are more likely to have a good relationship with peers and parents, as well as had a positive response to the incident from those peers. On the other hand, lack of support and negative responses towards childhood victimization seem to have a significant negative impact on psychological health and developing behavior (Lambie et al., 2002). Lambie et al.’s research led them to believe that “the critical factor in determining whether someone would become a child molester or not was whether, as a child, they had a close relationship with someone they could confide in” (2002, p. 33). In addition, victims that come from a disadvantaged background are less likely to have this resiliency.
The Family Law Legislation Amendment (Family Violence and Other Measures) Act 2011 (Cth) will significantly improve protection for children and families at risk of violence and abuse. The amendments were made to the previous Act of 2006 to help people within the family law system to better understand violence and abuse and ensure it is reported and responded to more effectively. Relevant research will be assessed to provide background information on reforms of the Family Law Act, and how these changes have helped lead to the Amendment Act of 2011. This essay will evaluate the changes that were made in 2011 and whether these changes have led to improving the protection for children and families at risk of violence and abuse.
Social welfare policy and the review of the YouTube video “The Tip Of The Iceberg: Social Work, Social Justice and Social Action – Darrell Wheeler, Ph.D.” The video gets off to a slow start but once the keynote speaker steps up to the mic, he begins to describe social work, social justice and social action with incredible intellect and very few notes. Dr. Wheeler knows his subject area extremely well and is passionate in leading others by sharing his knowledge.
Among an array of Values from The Code of Ethics (TCE) of social work Value 1 dictates that as social workers we must respect the dignity of our clients and refrain from passing judgement onto them (Canadian Association of Social Work, 2005, pg.7). As a social worker, it is important to follow this value as it prevents the distancing of the client from the worker as the client will have a better chance of opening up to someone who does not instantly tell them what to do or reprimand them for their actions or non-action in their lives. Oppression relates to the TCE in that it says the social work profession’s main purpose is to raise their clients who are vulnerable, oppressed and/or living in poverty (CASW, 2005, pg.7).
